As Analysts for Digital Markets in the Antitrust Division, incumbents evaluate the business Practices of companies competing in online markets. Digital Markets Analysts will collect data and perform statistical analysis through manual and automated techniques and evaluate the results. Representative duties include: Planning and conducting extensive data collection to understand the business models of online platform companies. Collecting, verifying and adjusting information expressed numerically and/or graphically. Designing and/or implementing statistical methodological studies and surveys. Conducting portions of a broad project involving data collection and/or analysis.

Digital Markets Analysts will work as part of the Economic Analysis Group and will assist teams in the Antitrust Division's civil enforcement sections. The Economic Analysis Group has approximately 45 Ph.D. economists who provide economic analysis for antitrust cases brought by the Division. Analysts will support empirical analysis with an emphasis on competitive interactions between firms in high-tech sectors of the economy that utilize online distribution or depend on network effects. Duties include working closely with staff economists to determine pricing patterns, provide statistical analysis of industry behavior, find trends in large datasets, and prepare materials (such as maps, data, charts, and graphs) that may be required for litigation.

Helpful skills include:

  • Designing and/or applying standard and customized computer programming for data collection and analysis.
  • Performing evaluation of methodology of studies to ensure that the results are valid and reliable.
  • Evaluating statistical results in consultation with subject matter experts.
  • Writing and/or presenting comprehensive technical statistical reports prepared based on the data collected and providing professional advice and consultation.

You may qualify for this position with specialized experience, education, or a combination of both.

Specialized Experience: You must have one year of specialized experience equivalent to the GS-5 grade level. Examples of specialized experience qualifying for the GS-7 level include: conducting routine briefings on statistical information in a meeting setting; maintaining statistical spreadsheets; and organizing results from statistical surveys.

Education: In addition to the above, you may also qualify for this position based on the below qualification requirements:
A. One (1) full year of graduate level education, OR
B. Meet one of the following superior academic achievement provisions:

  • a grade point average (GPA) of 3.0 or higher for all completed undergraduate course work or for all courses completed in the last two full years of undergraduate work;
  • a GPA of 3.5 or higher for all courses in the major field of study, or those courses in a major completed in the last two full years of undergraduate work;
  • rank in the upper one-third of a college, university, or major subdivision OR(4) membership in a national honor society or successful completion of one full year of graduate level study.

1) A Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements will be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., course that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.


2) Combination of education and experience-courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
