The Assistant Chief Counsel for Legislation and General Law provides national leadership and senior level advice and management in the disposition of a wide variety of complex legal and policy questions and directs the planning and performance of activities and legal research involving the promulgation, interpretation, and application of laws, regulations, policies, and procedures that relate to the agency's operations and expenditures in pursuit of its traffic and vehicle safety missions.

The Assistant Chief Counsel for Legislation and General Law serves as legal consultant to the Chief Counsel and Deputy Chief Counsel for all activities related to the functional responsibilities of the Legislation and General Law Division and acts in a leadership and supervisory capacity over the Division. The candidate keeps the Chief and Deputy Chief Counsel fully informed of the status of programs and of problems and controversial issues. This individual will attend top-level staff meetings to participate in Administration planning, policy formulation, and activities implicating legislative or general law issues. The incumbent communicates directly with leading safety authorities, stakeholders, and attorneys to convey and advocate views and positions of the agency for the purpose of achieving the objectives of the National Highway Traffic Safety Administration. This senior executive will represent and speak authoritatively for the Chief and Deputy Chief Counsel in negotiations with responsible officials of Government and industry, with legal counsel, and with interested public and private organizations.

CONDITIONS OF EMPLOYMENT:
- PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed).

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. The experience must have been sufficiently responsible to show clearly your ability to perform the duties of this position and meet the mandatory Technical Qualifications and Managerial Executive Core Qualifications listed below.
TECHNICAL QUALIFICATIONS (TQs): Below is the description of the technical qualifications that must be clearly evident in your resume.
1. Demonstrated legal experience interpreting and implementing statutory provisions, drafting legislative language in response to Congressional requests, providing technical assistance in response to draft legislation provided by Congress, and engaging in the most Senior and high-level coordination on legislation affecting multiple interests.
2. Extensive working knowledge of administrative law practice and the general legal principles that apply in areas such as contracts, grants, fiscal administration, and ethics.
3. Experience in the legal aspects of complex information management processes, such as responding to Freedom of Information Act requests that bear heightened external attention, addressing confidential information and intellectual property restrictions, and protecting sensitive privacy data.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
An SES reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check.
