This Accountant position is located in the Accounting Branch, within the Financial Management Division (FMD), Chief Financial Office (CFO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include the following:
- Monitoring and clearing the daily suspense items, as well as prepare the monthly and quarterly suspense reports in accordance to DHS, Treasury and other policy standards.
- Recommending modifications or improvements to financial/accounting procedures, policies, and the financial systems.
- Ensuring TSA general ledger transactions and other accounting events are processed in accordance with the USSGL.
- Preparing and monitoring various accounting amounts to ensure accurate accounting treatments using the proper USSGLs for financial reporting.
- Identifying research, evaluating and recommending innovative options on proposals for solutions of difficult financial management problems for reporting resolution.

A. Education: A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
B. Combining Education and Experience: Combinations of successfully completed education and experience-at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. To qualify for the SV-I Pay Band (equivalent to the GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Analyzing, reviewing and interpreting accounting data and other related financial reports; AND
- Experience with Treasury's Central Accounting and Reporting System (CARS); AND
- Experience in evaluating and/or monitoring an agency's transactions to ensure accurate accounting treatment for financial reporting.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
