We are seeking a dynamic Instructional Systems Designers (ISDs) to join us in this exciting work. We are seeking a dynamic Instructional Systems Designers (ISDs) to join us in this exciting work. ISDs apply a systematic methodology to design and develop content, experiences, and other solutions to support the acquisition of new knowledge or skills. They use their expertise in the analysis, design, development, implementation and evaluation (ADDIE) processes, or similarly structured approaches, across the curriculum lifecycle. As an ISD with the National Geospatial-Intelligence College, you will use your expertise in the rapid development of instructor-led, synchronous and asynchronous virtual training, collaborate with subject matter experts and stakeholders in the development and updating of new or existing courses, and provide project management skills to track and monitor course development. Your responsibilities will include utilizing the ISD methodology and adult learning principles in the creation of learning solutions; integrating instructional strategies and technologies into learning solutions to effectively and efficiently meet the learning outcome; applying project management principles to learning solutions and/or training design and development; collaborating with stakeholders and subject matter experts in the design and development of learning solutions within planned development timelines; and the rapid development of training materials for dissemination to the NGA workforce. You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated ability to analyze learning requirements, apply Instructional Systems Design (ISD) methodologies and adult learning principles in designing and developing learning solutions (e.g., instructor-led, web-based, blended, performance support, and video-based learning solutions). 2. Strong oral and written communication skills as evidenced by collaboration with Subject Matter Experts (SMEs) resulting in comprehensive written course documentation. 3. Demonstrated experience using a variety of learning technologies (e.g. Blackboard, videos) in course development. 4. Instructional Systems Design experience in a high-tempo environment, demonstrated through the creation of concurrent learning solutions within prescribed timelines. EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Education, Instructional Systems Design, Instructional Technology, Human Performance Improvement, Adult Learning, Adult Continuing Education, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in the development and implementation of learning strategies and solutions, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in the development and implementation of learning strategies and solutions, or a related area that demonstrates the ability to successfully perform the duties associated with this work.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Demonstrated experience converting instructor-led training to web-based training; experience in designing and developing virtual instructor-led training. 2. Demonstrated experience in conducting a learning needs analyses and using the outcome to identify learning gaps. 3. Demonstrated experience building micro-learning. 4. Degree in Instructional Systems Design, Learning Technology, or other related field. 5. Experience in teaching/instruction or creating leadership/professional development courses may be beneficial in executing the duties associated with this position.
