Overview

ElectriCities is a not-for-profit membership organization of municipally owned electric utilities that are spread across North Carolina, South Carolina, and Virginia. We advocate for public power communities at the state and federal levels, and provide a number of administrative, technical, legal, and legislative services to support our members. We are searching for a dynamic General Counsel/Chief Legal Officer to join the Executive Management Team!

Primary Responsibilities

Major Duties and Responsibilities:

Advises the organizations internal staff, ElectriCities Board of Directors and the Power Agencies Boards of Commissioners in all legal matters.

Advises and counsels the Chief Executive Officer in corporate legal strategy and direction for the organizations which involves identifying issues, problems, and solutions.

Provides oversight and legal perspective to the Compliance Department in directing and monitoring ElectriCities overall corporate compliance program to ensure the integrity of all risk management activities, regulatory disclosures, and compliance standards of the organizations.

Establishes and maintains harmonious, favorable and effective relationships throughout ElectriCities and the Power Agencies and with state leaders, regulatory bodies, consultants and advisors, and municipal leaders.

Provides legal support and guidance to all ElectriCities members in the areas of legal, regulatory, statutory and legislative issues.

Coordinates the activities of external advisors and other business relationships providing assistance or services to ElectriCities and the Power Agencies in the areas of legal compliance, risk management, and government relations.

Participates in and serves as Chief Legal advisor during Board of Directors and Power Agencies Boards of Commissioners meetings.

Serves on special committees of the governing boards as requested.

Actively fosters an environment of cooperation and teamwork in order to effectively work with other departments/divisions and fellow employees of ElectriCities.

Effectively partners with management and business unit representatives to ensure that contracts are in proper form, include appropriate protections for ElectriCities and the Power Agencies, and effectively balance risk, compliance and business objectives.

As a member of the Executive Management Team, collaborates on the development and implementation of long term strategic and business initiatives.

Assists in the resolution of major business, policy and strategic challenges by functioning as a member of the Executive Management Team and by making recommendations from the standpoint of a trained attorney with extensive experience and political acumen.

Provides legal advice to the ElectriCities Board of Directors and the Power Agencies Boards of Commissioners to ensure compliance with all legal and regulatory requirements, including open meetings laws, providing input on Board resolutions and meeting minutes.

Manages all outside counsel retained to provide legal service to ElectriCities and the Power Agencies.

Job Requirements

A successful candidate should possess:

A valid license to practice law in North Carolina, a member in good standing of the North Carolina State Bar and a member of the North Carolina Bar Association.

10 plus years of legal experience working in the Utility/Energy industry with knowledge of electric wholesale contracts.

Expert knowledge of state and federal laws and regulations governing the electric industry.

Knowledge of Parliamentary Procedures and the ability to make sound decisions to advise Board Chairs when matter arise.

Experience leading, coaching and developing teams.

Expert judgment and decision-making skills.

Exceptional interpersonal and negotiation skills.

Ability to travel, both within the state of North Carolina and nationally, is required!
