This position is located in the Health Resources and Services Administration, Federal Office of Rural Health Policy. The duty location for this position is Rockville, MD.

Responsibilities

This position is a mission critical occupation for HRSA. This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Senior Public Health Analyst, you provide leadership on the management, long and short-term strategic planning, and negotiation of public health grant activities and timelines to meet FORHP and HRSA's missions, goals and objectives.

Your major duties and responsibilities include:

  • Providing leadership and training to FORHP program coordinators and project officers on areas such as program integrity, pre-award and post-award grant and program requirements and HRSA's Electronic Handbook.
  • Managing FORHP's grant awarding process for competitive and non-competitive Funding Opportunity Announcements (FOAs).
  • Developing, managing, and negotiating timelines for FORHP's grant and cooperative agreement program activities.
  • Coordinating the activities and OFAM, working across all FORHP Divisions and OFAM Offices and Divisions.
  • Representing FORHP at HRSA's meetings and workgroups on grants and program integrity activities.

QUALIFICATION REQUIREMENTS:

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
  • In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

    Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    Examples of qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: providing technical advice and assistance in monitoring and evaluating public health grants and/or cooperative agreement; using qualitative and quantitative analytical techniques to monitor compliance, draw conclusions, identify issues of concern and develop preliminary action plans for public health programs; and, ensuring that funding recipients comply with established administrative and financial policies, procedures, and sound business practices.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    PUBLIC HEALTH PROGRAM MANAGEMENT – Plans, develops, coordinates and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.

    GRANTS MANAGEMENT AND ADMINISTRATION – Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines.

    ORGANIZATIONAL STRATEGIC SUPPORT – Supports organizational goals and objectives in accordance with strategic and/or operations plans.
