Created by the California Legislature in 1970 (California Government Code  66500 et seq.), the Metropolitan Transportation Commission (MTC or the Commission) is the transportation planning, coordinating and financing agency for the nine-county San Francisco Bay Area. It functions as both the regional transportation planning agency  a state designation  and, for federal purposes, as the regions Metropolitan Planning Organization (MPO). Its responsibilities include, but are not limited to: development and adoption of a Regional Transportation Plan, inclusive of the Bay Areas mass transit, highway, local streets and roads, airport, seaport, rail, bicycle and pedestrian services and facilities; allocation and monitoring of state and federal transportation assistance funds; legislative and advocacy roles for smart growth, air quality and congestion management; transportation services for elderly, disabled and low-income individuals. The MTC Commission is composed of 21 commissioners  18 of them voting members  representing all of the nine Bay Area counties.

The MTC General Counsel reports directly to the MTC Commission and plays a vital and important role in the agency, providing legal guidance and leadership to the policymakers that form the nucleus of this organization, and ultimately promotes MTCs formidable mission. This mission that spans an array of complex transportation issues, continues to provide improved and enhanced transportation for millions of people in the region. The MTC General Counsel also serves as General Counsel to BATA, MTC Safe, BAHA, BAIFA, BAHFA, and a financing joint powers authority established by ABAG. Additionally, the MTC General Counsel serves as General Counsel to the 375 Beale Street Corporation, a nonprofit condominium corporation governing the condominium interests of BAHA , ABAG, and the Bay Area Air Quality Management District residing at 375 Beale Street. Under contract with the Association of Bay Area Governments, the MTC General Counsel also serves as legal counsel to ABAG. Additionally, the General Counsel oversees complex litigation and directs outside counsel in many of these matters. The General Counsel works directly with Senior MTC/ABAG staff on a wide variety of programs and projects that may have significant legal implications. The current MTC General Counsel, Adrienne Weil, is retiring after serving MTC for 10 years.

The ideal candidate possesses knowledge and experience specific to the operation of a large public sector agency, including advising a multi-member governing body, and will have the ability to establish an effective working relationship with a diverse group of customers. The General Counsel is a key member of the executive team and plays a significant role in policymaking and leadership of the organization. Exceptional communication skills  both written and verbal  are essential to the General Counsels success in order to present technical information in an easily understood manner to any type of audience. Creative problem-solvers who are resourceful in ascertaining information quickly and accurately and adept at finding a path through difficult issues will thrive in this environment.
