Summary

The Pentagon Building Management Office is responsible for day-to-day operation and maintenance of the Pentagon, which houses approximately 25,000 Federal employees assigned to 14 agencies of the Department of Defense. The tenants of the Pentagon include Cabinet level officers, heads of agencies and commissions and high ranking officers of the Army, Navy, Marines and Air Force who are responsible for planning and directing our countries national defense programs and operations from the Pentagon.

Responsibilities

Incumbents typical work assignments may include the following::

  • Perform preventive maintenance, troubleshoot, repair and install a wide range of utility systems and equipment which include air-conditioning and refrigeration systems, water supply systems, sewage disposal systems, gas lines and other similar facility support systems.
  • Determines cause of defects and malfunctions on assigned utility systems and equipment such as Variable Frequency Drives, Fan Powered Induction Units, Air Handler Units, Heat Exchangers, backflow prevention devices, condenser units, sprinkler systems, sewage ejector pits and 3 phase motors.
  • Interpret and apply blueprints, schematics, technical manuals, NFPA codes for repairs and installations of mechanical systems and equipment.
  • Replaces piping, valves, sump pumps and bathroom fixtures.

Qualifications

To qualify at the WG-8 level your background must demonstrate a full range of: Maintenance Mechanic tasks, at the highest journey level, including operating, repairing, and maintaining buildings and building support systems including heating, ventilation, and air conditioning (HVAC), plumbing, electrical and structural systems; interpreting mechanical, electrical and structural drawings and blueprints; applying techniques for masonry, carpentry, painting, glazing and roofing.

To qualify at the WG-10 level your background must demonstrate a full range to: Perform the most difficult and complex Maintenance Mechanic tasks including operating, repairing, and maintaining buildings and building support systems including HVAC, plumbing, electrical and structural systems; interpreting mechanical, electrical and structural drawings and blueprints; applying techniques for masonry, carpentry, painting, glazing, roofing, and door systems repair; troubleshooting to determine the extent of the repairs required; and rebuilding component parts of industrial equipment.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume or OF-612. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is Ability To Do The Work Of The Position Without More Than Normal Supervision.

PHYSICAL EFFORT/REQUIREMENTS: Works on hard surfaces or at benches or where material is on supports. Required to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. Physical strain is frequent as the incumbent carries parts, equipment and tools sometimes weighing over 70 pounds. The incumbent must be in good physical condition because he/she may wear a respirator for long periods of time while working in an asbestos work area. Must be able to climb on ladders, scaffolds and platforms.

WORKING CONDITIONS: Work is in the Pentagon building, on the Pentagon reservation or other areas with the NCR. Work is usually confined to indoor locations but occasionally requires outdoor work where exposure to inclement weather, heat and cold is possible. Work environment is subject to quick variations in temperature, exposure to acids and fumes from soldering, welding, batteries and various other agents and steam, gas, hot water, electric shock, high voltage conditions, falls from ladders, and cuts and bruises from tools and heavy equipment. Frequently works in awkward positions and potentially hazardous areas. Subject to exposure to dust, insulation and asbestos particles while working in ceiling areas. When work is being performed in an asbestos contaminated area, special precautions must be taken. These include but are not limited to following the guidelines for working above ceilings and for the wearing of personal protective equipment, i.e., Tyvek Suits, respirators, etc.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.

Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office.
