The incumbent serves as a Project Manager at National Region in Washington, DC responsible for the management and acquisition processes for the design and construction of national cemeteries through the major capital facilities program. Serves as a Project Manager for design and construction projects for major renovation, expansion, or new construction projects to support the National Cemetery Administration (NCA), Department of Veterans Affairs in the accomplishment of its mission.
Leads a team comprised of a matrix of engineering and architectural specialties partnered to prepare and complete accurate and fully coordinated documents to comply with VA criteria, standards and all appropriate codes.
Provides support on the full range of technical, financial, and analytical aspects of projects. Coordinates and oversees the processes involving negotiations, issuance, execution, and administration of all contract changes for construction, services, testing labs and contract services with on-site resident engineers, private firms and contracting officers within CFM.
Provides guidance, direction, and policy interpretation on sensitive and complex issues in support of the acquisition and administration of major construction projects. Interfaces with NCA Staff Members, the A/E firm and the firm's consultants, local and state authorities, utility company representatives, and VACO staff.
Monitors project performance, client comments and concerns, operational considerations and outside influences including state and local government, political interest groups, and other know agencies having a potential impact on the project as well as policy or directives emanating from other VA administrations or staff offices.
Conducts studies, chairs task forces, and develops new approaches, alternatives and recommendations on project and technical review issues. Discusses the processes, problems, impact, and implications of findings and develops recommendations for actin by higher level management.
Coordinates technical reviews for schematic drawings, design criteria, design-development drawings, constructions document drawings, and coordinates the review of architectural or engineering specialties involved in the proposed project. Identifies potential problems in submissions and coordinates comments from other professionals in a formal response to the A/E firm.
Confers with management officials and subject matter experts including program officials, architects, various technical engineers and legal counsel about all matters concerning the planning, funding, design award, constructions, and occupancy activities of VA facilities. Coordinate the specifications and other co requirements.
Monitors administrative contract support activities and assures that adequate support is provided for acquisition contract requirements and activities. Reviews all phases of project execution to include oversight of the construction competitive bidding process and small business administration (SBA) negotiations and ensures timely, appropriate and accurate follow-up actions. Oversee all contract changes and those activities involved in the resolution of contract changes.
Evaluates proposed real estate transactions and provides recommendations on future development plan. Initiates and prepares statements of task for traffic and/or parking studies contracts used. Review findings on environmental analysis for future project developments. Review plans and other planned capital improvement plans through major, minor, or non-recurring maintenance program plans giving special consideration to long-range site planning and environmental issues.
Administers and directs the design and construction of projects within established schedule, quality standards, and budget. Provide guidance on the development of CFM's program plans and budget operations. Oversee all changes in project funding, scheduling and scope.
Develops written responses to congressional inquiries concerning construction plans, design processes, or on-going construction. Coordinate resolution of problems that are politically sensitive and not well received by the public with departmental authorities including public affairs officials. Develops presentations and reports to gain support and defend departmental activities.

BASIC REQUIREMENTS – General Engineer GS-0801: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties).
a combination of education and experience. The adequacy of such experience must be demonstrated by one of the following:
- Professional registration or licensure — Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
- Written Test — Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
- Specified academic courses — Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.
- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
BASIC REQUIREMENTS – Architect GS-0808:
Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
a combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:
- Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified above.
- Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
BASIC REQUIREMENTS: Landscape Architect GS-807
Degree: landscape architecture or landscape design. (i.e., Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in landscape architecture)
a combination of education and experience — for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience as a senior resident engineer over a major renovation, modernization or new construction project involving two or more types of medical facilities; experience as a supervisor for a team of matrix of engineering and architectural specialties; experience in contract administration for Federal major construction projects; experience in primary responsibilities to explain, plan, coordinate, defend justify or negotiate difficulties of interpretation of construction contract documents; experience in developing written responses to inquire requests for technical and administrative subjects and communicating job progress through verbal and writing means.
