Responsibilities

This position is located in the Department of Homeland Security, Office of the Chief Human Capital Officer (OCHCO), Office of Executive Resources Washington, District of Columbia.The primary purpose of this position is to plan, develop, and coordinate Department-wide policies, programs, tools, systems, and activities in the area of executive resource management, to include assisting with the management of senior executive and political employee hiring and employment concerns at the highest organizational levels of the Department of Homeland Security. The Office of Executive Resources is responsible for providing a comprehensive, integrated system for the recruitment, selection, placement and development of executive talent, to meet the executive and other special resource requirements of the Agency for the following appointment types: Presidential, career and noncareer SES, Schedule C, and additional positions at comparable levels.

Duties performed:

  • Serves as a Human Resources/policy expert who is responsible for the evaluation of HR executive resources service provided to components of the Department of Homeland Security.
  • As a senior management advisor, provides the full scope of human resources advice and assistance to management officials both at DHS headquarters and in the field.
  • Provides operating human resources expert services for a variety of sensitive case actions involving: Senior Executive Service (SES) members, Schedule C appointees, and experts and consultants.

    Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

    Specialized Experience:

    To qualify for the GS-13 you must have at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that included:

  • Analyzing changes in workforce requirements to meet future mission demands;
  • Conducting executive resource and policy development studies using HR management practices, procedures, and techniques;
  • Persuading management officials to accept and implement recommendations, where the proposals involve substantial agency resources or require extensive changes in established procedures and methods;
  • Conducting comprehensive HR studies or projects characterized by boundaries that are extremely broad and difficult to determine in advance.
  • (NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.)

    To qualify for the GS-14 you must have at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that included:

  • Analyzing trends and forecasts of changes in workforce requirements to meet future mission demands;
  • Conducting executive resource and policy development studies using HR management practices, procedures, and techniques to implement the findings of the studies to dictate changes to HR executive resource processes or procedures;
  • Directing team efforts to persuade management officials to accept and implement recommendations, where the proposals involve substantial agency resources or require extensive changes in established procedures and methods;
  • Designing and conducting comprehensive HR studies or projects characterized by boundaries that are extremely broad and difficult to determine in advance.

    Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

    Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for a clearance as a condition of placement in this Moderate Risk position.
