Summary

FTA is seeking a highly-motivated, mission-oriented, and innovative analyst to join the FTA in defining customer 'critical to quality' factors, defining and implementing process improvements on key initiatives aligned to FTA that result in significant improvements in service delivery, increased quality, and effective and efficient use of FTA resources.

Responsibilities

As a Transportation Program Analyst, you will:

  • Develop and prepare a wide variety of complex qualitative and quantitative oversight data reports and analyses.
  • Monitor and support program achievement of internal and external oversight performance standards; report on internal and external oversight performance metrics and monitoring quality control protocols; develop and perform quality assurance/quality control methodologies; develop and conduct periodic quality control oversight program reviews.
  • Assist in the production of extensive complex quantitative and qualitative reports.
  • Track and report on performance metrics.

This position is ideal for a mid-career professional who has extensive experience with quality and process improvement activities using various process continuous improvement strategies, and lead project teams in order to implement these strategies.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience analyzing data and business processes and recommending efficiency and quality improvements for public transit programs.
  • Experience implementing and managing internal control reviews and quality assurance procedures.
  • Experience developing and conveying technical information on public transit programs through presentations and briefings to senior leadership and external audiences.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience examining and analyzing data and business processes, and/or programs to recommend and implement efficiency and quality improvements for public transit programs.
  • Experience implementing and managing internal control reviews and quality assurance procedures.
  • Experience reporting on internal and external oversight performance metrics and monitoring quality control protocols.
  • Experience developing and conveying technical information on public transit programs through presentations and briefings to senior leadership and external audiences.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
