Summary

This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Budget Division.

The FBC Budget Division objective, timely, accurate, and useful information and analyses to FPAC leadership to assist in making decisions that are congruent with the vision, mission, and goals of FPAC, its component Agencies, and the Business Center.

Responsibilities

  • Oversee the execution of organizational policies, procedures, and regulations, and is responsible for staff management, coordination, and execution of mission support programs that support organizational goals.
  • Develop management policies and staff management principles and guidance for all mission support programs within the Section in regard to program execution, cost and budget, interfacing with the agency customers, issuance of program authorities.
  • Determine and directs organizational functions in accordance with assigned mission to meet known and foreseeable needs.
  • Develop initiatives and techniques for improvement of the program management systems; and provides strategic advice to senior leadership on a wide variety of mission related issues by organizing, managing, and directing strategic plans, and programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level.).

Specialized experience GS15: To qualify for this position, you must have one year of specialized experience equivalent to at least the next lower level (GS-14) that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience must include:

-Extensive experience with directing financial programs that performs technical and administrative work; plans, directs coordinates and implements organizational programs.

-Experience developing and recommending specific objectives, policies and standards for command group approval and to assure implementation of resulting goals and objectives.

-Extensive experience with developing, installing, and monitoring the budget formulation, allocation, in collaboration with government agencies.

-Experience with planning, directing, and controlling the allocation and utilization of all authorized resources for execution of the mission within Section.

-Experience with consulting with organizational leadership in developing strategies, goals and objectives related to assigned areas of responsibility.

Required Documents

Include initial hire actions, extensions, conversions and separation SF-50s for each period. Submit performance rating(s) showing acceptable performance for each period counted towards eligibility signed by supervisor(s). If documentation does not exist for one or more periods, submit a statement from supervisor(s) indicating acceptable performance. Applicants who do not have performance documentation for any period shall provide a reason why the documentation is not available and statement that performance for all periods was at an acceptable level.
