Position Information

This is an opportunity for:

  • An internal or external candidate to fill a GS-13 cadre position.
  • A Federal Government employee to serve on a two-year reimbursable detail assignment in the ODNI. The detail assignment may be extended an additional year if all parties agree.

Responsibilities

Major Duties and Responsibilities (MDRs)

  • Lead and perform work involving the research, analysis, and/or evaluation of information to support and assist investigators in ongoing investigations, and conducting assessments of preliminary reviews.
  • Obtain, review, manipulate and analyze large amounts of data to assist in making decisions regarding thresholds for investigative activity to be expended.
  • Perform data analytics and proactive investigative support, specifically identify indicators, or develop evidence of, illegal or improper activity that leads to trend analyses by formulating information source search strategies, and reviewing data to identify patterns and relationships across financial, criminal, public record, and other information.
  • Plan, research, write, and edit contact reports, referrals, crimes reports, correspondence, executive summaries, communications, presentations, and briefing materials.
  • Plan, develop, and write activity reports and summaries as necessary.
  • Maintain investigative records and manage information in compliance with FOIA/PA and applicable information management regulations; manage sensitive compartmented information.
  • Plan, coordinate, and integrate work activities, assignments, and projects with Investigations Division management to ensure their understanding and the effective completion of initiatives and requirements.
  • Liaise and coordinate within IC and Federal Government, and with state and local government officials as necessary.
  • Manages administrative property through maintenance records, by conducting periodic inventories.
  • Assist with all administrative taskings to include, follow-up to investigative recommendations, supply maintenance and ordering, onboarding/off-boarding for investigative personnel, and other administrative functions as assigned.
  • Develop drafts of ODNI policies for supervisory review that are designed to prevent and detect violations of laws, rules and regulations and fraud and abuse

Mandatory and Educational Requirements

  • Demonstrated knowledge of Federal laws and regulations relevant to the work being performed.
  • Extensive knowledge of databases, Excel, techniques and methods to locate, sort, and evaluate information.
  • Demonstrated ability to exercise sound judgment and form objective and evidence-based conclusions/ recommendations regarding criminal or administrative complaints.
  • Demonstrated analytical and critical thinking skills, including the ability to think strategically, identify needs and requirements, and develop recommendations based on qualitative and quantitative data.
  • Demonstrated interpersonal, organizational, and problem-solving skills, including the demonstrated ability to develop working relationships and networks with internal and external managers and partner agencies.
  • Demonstrated research, planning, and organization skills, and demonstrated ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail.
  • Demonstrated oral and written communication skills and a demonstrated ability to produce clear and logical reports and provide clear and concise briefings.

Salary Determination

  • The ODNI uses a rank-in-person system in which rank is attached to the individual. A selected ODNI candidate or other Federal Government candidate will be assigned to the position at the employee's current GS grade and salary.
  • For a selected non-Federal Government candidate, salary will be established within the salary range listed above, based on education and experience.
  • A current Federal Government employee, selected for a detail, will be assigned to the position at his or her current grade and salary.
