The FRTIB is looking for a highly qualified and motivated individual to serve as a Management Analyst.
This Job Opportunity Announcement (JOA) may be used to fill other Management Analyst, GS-0343-9/11/12/13 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

The major duties of the position are:
- Performs vendor financial assessments of key vendors. Uses standard templates to document the assessments.
- Provides Offices expert advice on risk treatment plans.
- Designs and implements standard templates to document plans and status.
- Monitors risk treatment plan milestones and provides feedback to senior management.
- Develops and monitors an enterprise risk dashboard.
- Reviews and updates process documentation (flowcharts and risk & control matrix).
- Assist Offices in the identification of key internal controls. Designs tests and performs testing of key internal controls using standard templates.
- Documents any deficiencies noted during the testing and discusses with Offices.
- Actively support the Policies and Procedures program. – Interpret and apply laws and regulation to the enterprise risk management program, including OMB Circular A-123, GAO Standards for Internal Controls and related Federal Lawes and regulations.
- Actively participates in meetings with Offices to discuss internal control program.
- Develops/updates desktop procedures for the enterprise risk management and internal control processes.
- Assist in planning and execution of enterprise risk committee meetings.
- Provides expert advice to improve policies and procedures.
- Establishes effective working relationships with senior management, Agency staff, and co-workers in order to explain and resolve complex matters.
- Other duties as assigned.

Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of federal service at the next lower grade, GS-7 for GS-09, GS-09 for GS-11, GS-11 for GS-12 and GS-12 for GS-13.
Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level in the federal government.
Specialized experience is defined as: .
GS-09: One year of specialized experience equivalent to the GS-07 grade level in the federal service that includes maintaining enterprise risk management program deliverables, i.e., risk profile based with guidance from senior team members and with guidance, performs testing of key internal controls using standard templates and documents any deficiencies noted during the testing.
A master's or equivalent graduate degree
2 full years of progressively higher level graduate education leading to such a degree
LL.B. or J.D., if related.
GS-11: One year of specialized experience equivalent to the GS-09 grade level in the federal service that includes maintaining enterprise risk program deliverables based with guidance from senior team members; with guidance performs testing of key internal controls using standard templates and documents any deficiencies noted during the testing; assisting Offices in developing risk treatment plans; and, assisting in performing internal control reviews of key controls of Agency business processes.
Ph.D. or equivalent doctoral degree
3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
GS-12: One year of specialized experience equivalent to the GS-11 grade level in the federal service that includes supporting the operations of an Enterprise Risk Management Program to including identifying and mitigating risks, assisting with developing risk registers, risk profiles, risk treatment plans and monitoring the progress these deliverables; and, supporting the operations of an Internal Control Program that includes identifying internal controls and assisting with internal control reviews of key controls of the Agency's business processes.
GS-13: One year of specialized experience equivalent to the GS-12 grade level in the federal service that includes supporting the operations of an Enterprise Risk Management Program to including identifying and mitigating risks, developing risk registers, risk profiles, treatment plans and monitoring the progress and these deliverables; and supporting the operations of an Internal Control Program that includes identifying and designing internal controls and performing internal control reviews of key controls of the Agency's business processes.
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
