As a Construction Control Representative, you will perform the following duties:
- Responsible for oversight of all phases of construction. Work with the construction contractor in defining the technical scope of change orders and in distributing the GSA request for a Construction order proposal from the contractors; develop cost estimates; and meets with construction contractors. Assure coordination of construction phases relating to Mechanical/Electrical Engineering disciplines.
- Study drawings and specifications to determine whether or not contract requirements will actually produce results required to coordinate change orders if necessary. Inspect material and workmanship under construction contracts for compliance with contract requirements, applicable codes and safety regulations, establishing the detailed inspection requirements. Approve or rejects tests as conducted by the contractor in the performance of the construction contract. Review and monitors all construction and progress schedules developed and submitted by contractors. Provide government position in regard to disputes, claims, decisions etc.
- Assist construction cost estimating personnel in providing the technical support for the Contracting Officer to negotiate change orders. When estimating assistance is not available, the incumbent develops cost estimates independently and negotiates, as requested\directed by the Contracting Officer, change orders with the contractor. Determine contract compliance with regard to materials, workmanship and financial aspects. Reviews requirement submittals, shop drawings submittals, change order proposals, and test results.
- Maintain liaison with occupying Tenant agencies, team leader, contractors and other involved stakeholders. Document all delays and determines responsibility for each. Monitors and reviews contractor submission of samples and cut sheets, shop drawings, for accuracy, compliance, and timeliness. Prepares correspondence, technical reports, fact sheets, status reports and schedules for construction contracts. Provide oral and written reports concerning test evaluations recommendations, findings of fact, justification, discrepancy, omissions, interfacing etc. Provides consultant services to a wide range of personnel including: Construction Engineers, Project Officers, District Managers, Contracting Officers, and Supervisory personnel with GSA
Occasional travel – Occasional travel may be required for training.

The GS-13 salary range starts at $102,663 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of Specialized experience equivalent to the GS-12 in the federal service. Specialized experience is experience, which included responsibility for developing and managing construction or alteration projects. Such experience must demonstrate experience defining requirements with customers; applying construction and cost estimating methods and techniques; contract administration; inspection and acceptance of materials and workmanship; and construction, installation or repair of various types of systems used in public use buildings (e.g., heating, air conditioning, fire safety, ventilation, plumbing).
Bargaining Unit status: NFFE.

- Knowledge of cost and price analysis principles, techniques and business/industry practices sufficient to identify sources; to analyze cost and pricing.
- Ability to communicate methods of construction techniques and practices, including industry standards both orally and in writing.
- Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified
- We will verify your answers to the questions in your resume. If your resume doesn't support your answers, we may lower your score, which could place you in a lower category.
- Within each category, veterans will receive selection priority over non-veterans.
