Responsibilities

As a Lead Budget Analyst, you will:
-Prepare various trend analyses, identifying unfavorable trends, situations, ratios and deviations from standards as a result of conducting financial data analysis, conduct costs-benefit analyses, write reports and conduct special studies and evaluations.
-Review and evaluate financial and operating reports and prepares analytical comments and reports for senior management with respect to progress toward meeting budgetary objectives, the use of staffing resources and progress in achieving the strategic plan objectives; and advise on budget and fiscal implications of current and developing trends.
-Interpret financial policies and procedures and instructions generated by the Office Chief to include recognizing implications of immediate and long-range management activities, plans and decisions.
-Function as a coach, facilitator or negotiator in coordinating team activities and consensus building among the Budget Analysts and Financial Management Specialists.
-Communicate program plans and objectives, assignments, projects, describes issues, discusses solutions to problems, review work progress and assigns/adjusts deadlines with permission from the supervisor.

This position is located in the Office of Public and Indian Housing (PIH),Office of Budget and Financial Management (OBFM). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities. TheOffice of Budget and Financial Management (OBFM) provides affordable housing opportunities and maintains the national stock of public and Indian housing units. Its major programs include tenant-based housing vouchers, public housing operating subsidy, public housing capital fund and, HOPE VI.

The official duty station for this position will be in Washington, D.C. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-14 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes:

Leading or Supervising a team involving financial management, budget, and accounting information; AND
-Overseeing the work and performance of staff members responsible for the development of policies, systems, and procedures for budgeting, managing program and administrative funds and shifting resources to meet the offices needs; AND
-Budgetary experience in formulating, presenting, executing and facilitating a Departments budget, and providing oversight, guidance to the related accounting activities; AND
Drafting analyses which evaluate the impact and significance to a Department's budget of new or revised legislation, polices, procedures, and program requirement; AND
Providing advice, direction and recommendations to senior leadership on financial management, budget, and accounting issues, financial systems and other financial management issues

CONDITIONS OF EMPLOYMENT:
– A one year supervisory or managerial probationary period may be required.
