Summary

The position is located in the Executive Office of the President (EOP), Office of National Drug Control Policy (ONDCP), National Opioids and Synthetics Coordination Group (NOSCG). ONDCP's mission is to develop, implement and sustain the President's agenda regarding trafficking and use of illicit drugs and misuse and abuse of prescription drugs through its National Drug Control Strategy (NDCS).

Responsibilities

The incumbent will serve as a technical expert in the analysis and development of policies and programs to address emerging drug threats to the United States, and will be the lead drafter of the biennial National Drug Control Strategy (NDCS). He/she will also manage interactions with the congressionally mandated Emerging Threats Committee—composed of both governmental and non­ governmental experts, and coordinates with an array of departments and agencies on critical and sensitive drug policy matters.

As a Policy Analyst (Emerging Threats and National Drug Control Strategy), GS-0301-13, your typical work assignments may include the following:

  • Reviews, develops, authors written and oral analyses to advise senior policy makers in ONDCP and the interagency, as well as the Emerging Threats Committee composed of government officials and non-governmental experts from across the country.
  • Conducts interagency consultation and drafts major portions of the National Drug Control Strategy (NDCS) border strategies, and other counter narcotics plans as needed.
  • Analyzes pending and proposed legislation, agency regulations, Congressional testimony, budget allocations, budget reprogramming, program announcements, and Federal and private publications to ensure consistency with the NDCS; to shape informed drug policy strategy and decisions pertaining to the specific area of responsibility.
  • Reviews pending and proposed actions on drug strategies, legislation, and related items. Advises the Assistant Director, NOSCG, and the Staff Director, NOSCG, recommends courses of actions and answers a wide variety of inquiries regarding the potential impact of such actions.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the federal service or private sector demonstrates your; 1) Knowledge of federal and international drug control roles, law enforcement investigations, applicable intelligence processes, and the responsibilities of relevant government agencies and international institutions; 2) Ability to assess and apply effective drug control programs, strategies and procedures; 3) Skills sufficient to present clear and concise data and recommendations to develop policies and programs to reduce the availability of illicit drugs; 4) Ability to obtain, develop, analyze and present data to develop and support the NDCS and policies to reduce the production, transportation and/or distribution of illicit drugs from the country or region of assigned responsibilities

Experience refers to paid and unpaid experience, including volunteer work done through National Service Program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
