Serves as a Budget Analyst within the VA Logistics Redesign (VALOR) Program Management Office (PMO) located in the VHA Office of Procurement and Logistics. The VALOR PMO is implementing VA's Enterprise Supply Chain Management System as a part of VA's agency-wide goal of modernizing systems.

Reviews, edits, and consolidates annual and multi-year budget estimates for assigned national and field programs to be incorporated into the overall VHA budget request;
Prepares narrative justifications;
Analyzes and forecasts for customers;
Monitors the execution of a budget with many different sources and types of funding;
Identifies and analyzed trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are met;
Conducts special studies and analysis to develop required data and information for reporting purposes;
Prepares documents needed to process budget estimates;
Performs duties involving the analysis and forecasting for the usage of funds;
Interprets reports and other financial data;
Provides advice and assistance on financial matters;
Projects complex program data;
Provides timely financial advice;
Administers an accounting system designed to track, reconcile, and report;
Validates a variety of accounting data;
Reconciles accounts and prepares balance sheets

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviews, edits, and consolidates annual and multi-year budget estimates for assigned programs to be incorporated into the overall budget. Prepares and/or edits narrative justifications and projected funding needs, and ensures that data in requests are formally and accurately documented in a wide variety of unrelated forms, schedules, and reports. Ensures budget formulation and execution; and the administrative management of funds.
