This position serves as the Director of the Office of Strategic Communications (OSC) and Public Affairs Officer, and reports directly to the Deputy Director of the Financial Crimes Enforcement Network (FinCEN), an executive. This position is responsible for the integration, planning, initiation, direction, coordination, staff supervision and review of FinCEN OSC operations in communicating to external and internal audiences.

4-Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.
As a Supervisory Public Affairs Specialist (Director, Office of Strategic Communications), you will:
- Serve as the primary spokesperson for FinCEN and the principal advisor to the Director, Deputy Director and senior management on matters pertaining to external and internal communications and public information policies.
- Play a key role in developing strategies for the effective communication of FinCEN's mission, program activities, objectives, priorities, services, and accomplishments. These communication activities pertain to public information, branding, social media, media relations, stakeholder engagement and outreach, policy, publications, and bureau-wide communications.
- Coordinate and direct a professional staff engaged in designing, editing, tracking, and producing bureau publications, such as newsletters, reports, social media, and the public website. Develop informational articles and packages for the range of FinCEN customers. Coordinate the creation, dissemination, and production of audio-visual presentations and other types of exhibits that are descriptive of the bureau's overall mission and programs.
- Plan, direct, and execute national and international campaigns to convey complex information concerning FinCEN's programs, research and analysis, responsibilities, and activities. Establish and maintain effective working relationships with members of the news media, and specialized groups (e.g. financial, regulatory, and law enforcement communities) interested or involved with FinCEN's programs.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
– Implementing communication principles, methods, practices and techniques covering all aspects of public affairs activities such as public information, social media, stakeholder outreach and engagement, branding, media relations, publications, and other forms of communication; and
– Managing domestic and/or international information programs within the financial, regulatory, law enforcement, and/or intelligence communities.
