Summary

This position is located in the Cybersecurity and Information Security Agency (CISA), Office of Strategy, Policy, and Plans (SPP).The Office of Strategy, Policy, and Plans serves as the principal policy and strategic adviser to Agency leadership and senior management, integrating strategy across all of the organization's mission areas and ensuring policy, strategy, and operational consistency throughout the Agency.

Responsibilities

The Chief of Strategy, Policy, and Plans serves as a senior CISA official and the position carries a high degree of complexity. It requires the ability to synthesize complex, strategic concepts into operational processes and procedures. It requires an inter-agency understanding of the systems and capabilities of DHS, Sector Specific Agencies, state, local, tribal, and territorial partners and private sector owners and operators of critical infrastructure, in order to synchronize coordination and joint planning across the federal enterprise and private sector.

Specific responsibilities include:

Leads the development, implementation and management of CISA's strategic planning efforts, and ensures continuity of policy administration within CISA. The managerial duties carried out by the incumbent of this position have direct bearing on DHS and CISA issues that are vital to mission accomplishment and require resolution at the highest level of the Department.

Leads the development of CISA policies, directives, and procedures, helping to ensure that they are consistent with the intent of the law and are administratively sound, efficient, and economical in operation.

Provides oversight of Agency strategy and planning for alignment to CISA-wide directives and performs the following functions in doing so: validating capabilities and requirements, ensuring unity of effort across capabilities and requirements, and mapping implementation plan goals and objectives to programs.

Along with the Director of CISA, the Executive Director and the Assistant Director for Cybersecurity, manages the development, implementation and management of the DHS strategic cybersecurity planning efforts and policy development, including cyber incident response planning.

Provides advice and recommendations in connection with highly significant policy issues involved in the various functions of CISA, as well as those policies connected with new responsibilities assigned to the Agency.

Has broad authority to coordinate CISA goals and objectives impacting cybersecurity and infrastructure security and resilience among the interagency. Frequently represents CISA on official policy coordinating bodies, such as National Security Council (NSC) Policy Coordinating Committee meetings, and other working groups.

Must ensure one position is guiding CISA senior officials and coordinating activities and policies within the interagency for NSC, and Principals Committee and Deputies Committee meetings. Interfaces directly with senior members of the interagency (e.g., Department of State, Department of Justice, the intelligence community), members of Congress and their staffs, senior leadership from throughout DHS, and counterparts in foreign governments.

Assists with planning and strategy to improve homeland security information sharing between the public and private sectors to aid in preventing, detecting, mitigating and/or recovering from the effects of an attack, interference, compromise, or incapacitation related to critical infrastructure.

Qualifications

As a basic requirement for entry into the SES, applicants must provide detailed evidence of possession of each of the Executive Core and Mandatory Technical Qualifications listed below in a supplemental statement to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official. ECQ 5 – BUILDING COALITIONS: This ECQ involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating.

FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation.

Mandatory Technical Qualifications:

MTQ-1 – Demonstrated experience in homeland security and/or national security missions, policies, procedures, standards, and responsibilities related to all aspects of risk and decision analysis.

MTQ-2 – Demonstrated expertise in the development US government policy, including aligning strategy and resources, managing competing intradepartmental and interagency equities, and ensuring consistent implementation.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed above.

The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations.

Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications.

This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.
