Responsibilities

The Bureau of Ocean Energy Management, Office of Renewable Energy Programs (OREP) is responsible for the development and implementation of the Outer Continental Shelf (OCS) renewable energy leasing and operations programs, and provides policy direction, coordination and oversight for the OCS renewable energy-related uses program. The incumbent will be responsible for complex and sensitive coordination and management of projects involving renewable energy leasing and development on the OCS. This position is located in Sterling, VA.

At the full performance level, GS-14 the major duties of this position include, but are not limited to the following:

1) Acts as primary project coordinator for renewable energy leasing activities and during agency review and approval of proposed activities on existing renewable energy leases.
2) Evaluates complex and sensitive offshore renewable energy project lease requests requiring more delicate external coordination because of interest in the projects by State and local agencies, tribal governments, public interest groups, industry groups, or private individuals.
3) Extensive coordination and consultation with other BOEM and Department of Interior offices, Federal agencies, coastal states, American Indian tribes, industry, and other interested parties.
4) Implementation of renewable energy leasing procedures.
5) Tracking compliance with lease and regulatory requirements and procedures after lease issuance.

BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information:
GS-13: $102,663 – $133,465 per annum; and GS-14: $121,316 – $157,709 per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Specialized Experience

GS-13 :
Applicants MUST meet all Three (3) specialized experience and your experience MUST be clearly written in your resume.

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Assisting in projects related to the regulation of marine natural resources; 2) coordinating and/or consulting with a diverse range of subject matter experts in the marine natural resources field, both internal and external to your organization; and 3) implementing pre-existing policy, guidance and/or regulations related to marine natural resources.

GS-14 :

Education

At the GS-13 and GS-14 grade level, education cannot be substituted for experience.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. 5) Technical Competence – Knowledge of federal statutes, regulations, and procedures related to offshore energy development.
