Summary

The incumbent plans and carries out an evaluation and editing program in the ongoing data production program of the National Health Interview Survey (NHIS). These data evaluation and data production activities are conducted by the Data Analysis and Quality Assurance Branch of the Division of Health Interview Statistics.

Responsibilities

As a Lead Statistician (Health) you will:

  • Serve as a Team Lead for a small team of Statisticians.
  • Oversee the development, implementation and evaluation of data editing and data quality assurance for the annual National Health Interview Survey (NHIS).
  • Monitor data quality during the data collection process to minimize errors due to field representative or procedural mistakes.
  • Assist in developing policies regarding data quality/data assurance practices.
  • Serve as an expert for all phases of data production and provide technical assistance for the use of complex data evaluation techniques.
  • Facilitate development and updating of appropriate documentation for NHIS microdata.
  • Conduct analysis on the NHIS and disseminate results in publications and presentations.
  • Other duties as assigned.

Qualifications

Basic Requirement for Lead Statistician (Health), GS-1530:A. Degree that includes 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements of business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience of courses as shown above, plus appropriate experience or additional education. The experience includes a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
ADDITIONAL REQUIREMENTS: Applicants must also have at least one year of specialized experience at or equivalent to the GS-14 level of difficulty and responsibility in the Federal service as defined in the next paragraph.
Specialized Experience: Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position which include experience planning, executing, and documenting health survey data editing and quality assurance procedures and advanced analysis of health survey data. .

Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
