As a Program Analyst you will be part of Healthcare and Insurance, Federal Employees Insurance Ops, Individual Benefits & Life. If selected, you will be responsible for development, revision, and improvement of procedures, work methods, and operational processes supporting the Federal Long Term Care Insurance Program, Federal Employees Dental & Vision Insurance Program, Federal Employees Group Life Insurance, and the Flexible Spending Account Program.

- Provide managers and other stakeholders with analytic support, evaluated information, short and long-range workload projections, and similar products needed for the effective direction of program operations.
- Analyze, interpret and apply established program laws, regulations, policies and procedures and suggest changes when needed.
- Provide management oversight and control of program operations and work to improve operational effectiveness and efficiency
- Perform Contractor transition duties, to include but not limited to working as the project coordinator with the Office of Procurement Operations (OPO), Chief Information Officer (CIO), Office of the General Counsel (OGC), and Policy, if needed.
- Ensure that the program Contractors transition as per the contracts and the new Contractor(s) implement on time, to include but not limited to understanding their contractual responsibilities and ensuring contract compliance.
- Monitor and facilitate the Authorization to Operate (ATO) process between the Contractor and CIO.
- Engage OGC and Policy on new language agreements for incoming participants.
- Work with agency personnel, various OPM offices and program contractors in addressing problems and issues related to the administration and operation of the programs.
- Analyze performance and financial trends relating to the insurance industry.
Occasional travel – You may be expected to travel for this position.

Applicants must have at least one year of specialized experience equivalent in difficulty and complexity to the GS-12 grade level in the Federal service that includes comprehensive knowledge of the rules, regulations, and policies that apply to Federal health benefits and insurance programs (i.e. Federal Long Term Care Insurance Program, Federal Employees Dental and Vision Insurance Program, Federal Employees Group Life Insurance Program, and the Flexible Spending Account Program, and experience performing all of the following:
- Analyze and resolve issues related to the administration and operation of benefits and insurance programs.
- Review, analyze, and evaluate potential contractor proposals. –
- Administer contracts, to include negotiation of contract provisions and amendments
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
