- Serves as Budget Analyst leading and coordinating budget formulation, justification, defense, presentation, execution, and review of OFSPO's operating budget.
- Plans, conducts, manages and monitors the execution (authorization, obligation and expenditures) of approved budgets.
- Serves as the Capital Planning and Investment Control (CPIC) analyst who helps guide the preparation, submission and execution of the annual OFSPO operating budget and UFMS financial systems portfolio, such as the Department IT Portfolio Summary (formerly the Exhibit 53) and the Major IT Investment Business Case (formerly the Exhibit 300).
- Serves on Office of Finance project teams for replacement, maintenance, and support of financial systems and for financial process analyses.
- Serves as Contracting Officer's Representative (COR) for acquisition planning, contract formation, and administration of contracts to obtain new systems or needed services in support of existing financial systems.
- Participates in meetings with Critical Partners (subject matter experts in enterprise architecture, security and privacy, acquisition management, finance, budget, human resources, performance, human resources, and other areas) to review the progress of the financial systems IT projects and Investments during Enterprise Performance Lifecycle (EPLC) Stage Gate Reviews to ensure compliance with HHS policies, applicable laws and guidance, and HHS- adopted government and industry best practices in their respective functional areas.
- Participates in the development of the Performance Measurement Baseline and its integration where the time-phased cost baseline is consistent with the schedule baseline, and the costs are related to acquiring, operating, and disposing of the physical or logical IT asset represented by the scope baseline.

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that includes the following:
- Analyzing financial management systems and/or operations;
- Advising management on requirements for the preparation, justification, documentation, and/or submission of budget requests;
- Developing new methods and/or techniques of budget forecasting of long-range funding needs ( e.g., 3 to 5 years or more into the future); and
- Assessing the impact of new and/or revised legislation on the formulation and execution of budgets.
Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
