This position is located in the Department of Homeland Security, Office of the Chief Human Capital Officer (OCHCO), Human Resources Management and Services (HRMS), Washington, District of Columbia.The primary purpose of this position is to administer the Federal employee benefits programs and provide advisory, counseling, and processing services for various retirement systems, health insurance, and other benefit programs.
- Provide guidance and assistance to employees, managers, annuitants, eligible family members, former employees, survivors, and beneficiaries regarding a variety of benefits such as Federal Retirement (CSRS & FERS), federal employee group life insurance (FEGLI), federal employee health benefits (FEHB), thrift savings plan (TSP), long term care(FLTCIP), flexible spending(FSA), and related programs.
- Monitor and advise on benefits programs such as FEGLI, FEHB, FERS, CSRS & TSP, following proposed changes to legislation and/or regulations and ensures staff members are kept current of changes.
- Provide advisory services to management on laws, regulations, OPM issued benefits administration letters as well as the processing of retirement and benefit elections.
- Develop and conduct internal training sessions on all benefits areas, conducts annual Open Season for health fairs, new employee orientation and pre-retirement seminars.
- Provide guidance to management, employees, retirees, and family members on benefit program entitlements/options and on interpretations of the laws, regulations and policies, program coverage, options, and advantages and disadvantages of benefits.
- Counsel families/beneficiaries of deceased employees' concerning benefits payable. Provide technical information and/or assistance in the completion of the required forms by meeting with the family/beneficiaries
- Provide a variety of complex computations for retirement, disability retirement, military deposits and civilian deposit & redeposits, social security offsets, and projections for the TSP accounts.
- Responsible for determining employees correct retirement coverage and processing actions under the Federal Erroneous Retirement Coverage Corrections Act (FERCCA).
25% or less – You may be expected to travel 1 to 5 nights a month for this position.

Applicants must demonstrate that they meet the specialized experience requirements as noted below.
GS-12: Applicant must demonstrate at least one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service (obtained in either the public or private sectors) performing the following:
- Identifying and evaluating problems and issues related to payroll and benefits in order to recommend appropriate resolutions;
- Developing correspondence, project papers, and staff reports to foster understanding of recommendations developed by human resources;
- Counsel and advise employees by utilizing knowledge of retirement and insurance programs and regulations; and
- Conducting research and analysis in order to create narrative and statistical reports about benefit issues.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
