The Event Lead/Technical Lead for the System Test and Resource Sustainment Organization, Task Order for Ballistic Missile Defense System (BMDS) Test on the Integrated Research and Development for Enterprise Solutions (IRES) contract on Redstone Arsenal in Huntsville, AL. Responsibilities include supporting the Missile Defense Agency Director for Ground Test (MDA/DTG) government Mission Director (MD) and System Mission Manager (SMM) in all aspects of BMDS ground test planning and execution. These all- encompassing test event activities include (but are not limited to): Detailed Test Event Planning, MDA Element/Stakeholder Coordination, Studies, Systems Engineering Integration and Test (SEIT), Change and Configuration Management, Test System Architecture Development, Element Pre-Test Coordination, Executive Level Brief Development, Risk Assessment/Mitigation, Test Event Execution, Team Deployment Requirements, Technical/Performance Assessments, System Post Flight Reconstruction, and Post Test Lessons Learned compilation. Test Events are typically classified at DoD secret or higher, and involve Hardware-in-the-Loop (HWIL) laboratories and operational BMDS assets located at multiple geographic sites worldwide. Associated responsibilities range from coordinating and leading test event planning meetings and technical work involved with diverse network and test architecture configurations to developing high-level briefings/presentations to senior leaders, Combatant Commander (COCOM) teams, international allies, event visitors, participants, and observers. The Event/Technical Lead may also perform as an Objective Simulation Framework (OSF) Controller/Ground Test Conductor requiring on-console support to assist the government Mission Test Director (MTD) in providing test control, element integration and test support to MDA ground test execution. As an OSF Controller/Ground Test Conductor, work with other test engineers, architecture engineers, system analysts, and software engineers and will play a key role in MDA ground test execution from locations in Huntsville, AL or Colorado Springs, CO. Basic Requirements: Candidate must have a HS diploma with 16 years of general experience or an Associates with 14 years general experience or BS/BA with 12 years general experience or Masters with 8 years of general experience, must include 8 years directly related experience in any combination of missile defense or complex system operational or development testing. Experience related to test or operations of one or more BMDS element systems. Demonstrated experience and ability to coordinate effectively with a broad spectrum of Stakeholders. Ability to organize and oversee multiple, concurrent team activities featuring dynamic requirements, aggressive schedules, and multiple stakeholder. Risk Identification and mitigation development and implementation. Experience in the preparation and presentation of briefings. Report writing experience. Knowledge of OPTASKLINK and Tactical Data Link System Operability Test (TSOT). Knowledge of BMDS elements to include: examples include: Command, Control, Battle Management and Communications (C2BMC), Space-Based Infrared System (SBIRS), Land- and Sea-Based Early Warning Radars, Army Navy Transportable Radar Surveillance AN/TPY-2, Terminal High Altitude Area Defense (THAAD), Aegis Ballistic Missile Defense System, Ground Base Mid-Course Defense (GMD), PATRIOT Advanced Capability-3 and other required systems. Ability to travel both domestic and internationally. Ability to obtain an interim and final Secret Clearance. Desired Requirements: Possess 10 years of directly relevant experience. Extensive experience in test event planning and execution, expert knowledge of BMDS ground test. An understanding of missile defense doctrine, Concepts Of Operation (CONOPS), and Tactics, Techniques, and Procedures (TTPs).
