Summary

Serves as an Accountant and Agency technical expert at NASA Headquarters in the Quality Assurance Division for internal control development, design, and evaluation. Provides technical advice and expert analysis on various risk, internal control, and audit matters. Applies professional accounting and auditing knowledge, standards, and principles to identify and assess risks.

Responsibilities

  • Applies appropriate methodologies to assess internal controls, develop and execute internal reviews, implementation, evaluation, and interpretation of auditing standards and techniques to ensure Agency compliance.
  • Serves as technical expert on meeting requirements for OMB Circular A-123 Management's Responsibility for Enterprise Risk Management and Internal Control.
  • Provide expert technical guidance in accordance with Generally Accepted Government Auditing Standards (GAGAS), and the Government Accountability Office (GAO) Financial Audit Manual (FAM).
  • Formulates and develops guidelines for a variety of agency-wide risk, internal control, and audit oversight programs that include highly complex and specialized areas of operations.
  • Provides technical advice on the implementation of new or modified processes or procedures related to programs, systems, functions, policies, and various controversial problems and/or issues.
  • Analyzes accounts, reports, and procedural instructions within an extensive area and considers legislative and program background materials to identify appropriate methods and techniques for compliance.
  • Coordinates the development or enhancement of tools to document and manage risks as well as assess the design and effectiveness of key controls over significant business cycles, and management systems and protocols across the Agency.
  • Collaborates with others to develop detailed, analytical risk assessment methodologies, quantitative/qualitative test procedures to evaluate the design and effectiveness of internal controls and to ensure the remediation of identified deficiencies.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, and/or directly related education, as shown below, which has equipped you with the particular competencies needed to successfully perform the duties of this position.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level such as; evaluating the design and operation of internal control systems and making recommendations for improvement; applying accounting principles, internal control and auditing standards to lead complex reviews and assessments that include the evaluation of risks; Thorough knowledge of OMB Circular A-123 requirements including appendices: Management of Reporting and Data Integrity Risks, Risk Management Framework for Government Charge Card Programs, Requirements for Payment Integrity Improvements, and Compliance with the Federal Financial Management Improvement Act (FFMIA).

Education

You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree.

You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing")
OR
Have a combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
Your background must also include one of the following:
1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you has successfully worked at the full-performance level in
accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
