As a Grants Management Specialist, you will perform the following duties:
- Evaluate, negotiate, and execute the management of grant and cooperative agreement applications. Review proposals and manage merit review, negotiation, and selection process; ensure compliance with grants management guidelines and requirements; participate in review and analysis of grant management policies, procedures, and protocols; and develop and publish competitive and non-competitive funding announcements.
- Provide advice and coordinate technical assistance on complex matters of partnership, cooperative and cost share agreements. Provide advisory services for and process Inter-Agency Agreements/Memorandums of Understanding/Memorandums of Agreements as a certified federal program officer; evaluate the reasonableness, adequacy, and reliability of costs in grant and cooperative agreement financial documents; and facilitate partnerships with other federal agencies and non-government organizations.
- Perform check reporting of expenditures to ensure compliance with fiscal and administrative policies and regulations. Track and analyze pre- and post-award financial and expenditure reports; identify actual and potential financial and/or administrative problems; support calculations of overhead, budget development and cost recovery; and support records management activities.
Occasional travel – Up to 5% of domestic travel may be required for this position.

To qualify at the ZA-3 or GS-11 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
- Providing oversight of grant administration processes and procedures and administering and coordinating cooperative agreements;
- Participating in managing the grants financial life cycle activities such as pre-award, award, post-award, costs and budget analysis, and close-out; and
- Reviewing supporting financial and programmatic documents for grant submissions and ensuring compliance with grant administration regulations guidelines are met.
SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience. NOTE: Only graduate education in excess of two full years is qualifying for combination of education and experience.
