As a Financial Management Specialist, you will perform the following duties:
- Serve as contact for all financial management operations to include developing budget operating plans, ensuring allotments are available for obligation, certifying funds availability, reviewing travel authorizations, and providing guidance on managing accounts. Review financial systems for effectiveness of internal controls and integrity of financial information.
- Prepare financial management reports, statements, supporting schedules, justifications to ensure data consistency and integrity. Conduct financial reviews to determine compliance with accounting and financial management principles and standards. Prepare budgetary analyses, reports and proposals, and track financial transactions. Has oversight of acquisitions planning and purchase card usage.
- Provide budget support for all programs to include developing budget estimates, assisting in the development of budget allocations, reviewing and monitoring budget expenditures and taking action to avoid cost overruns. Serve as authority in matters relating to analytical studies while ensuring the validity of recommendations made to management.
- Perform as senior troubleshooter, resolving unusually complex financial issues or problems. Recommend and implement budgetary and financial policies and assess the impact of new/revised Congressional legislation or policies on the formulation and execution of financial activities and systems. Research and analyze qualitative and/or quantitative data to provide expert advice.
Occasional travel – Up to 15% of domestic travel may be required for this position.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

To qualify at the ZA-4 or GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
- Performing budget execution involving monitoring obligations incurred and actual budget expenditures with different sources and types of funding;
- Providing technical guidance on the recording and control of obligations, accounts payable, cost accruals and disbursements; and
- Performing fund control activities to ensure funds are controlled and financial records accurately reflect the status of an organization's financial condition.
Substitution of education for specialized experience is not applicable to this vacancy.
