The Office of County Counsel provides legal advice to assist Washington County Government and affiliated agencies in achieving their goals and resolving problems. It represents these clients in civil litigation and in administrative and enforcement proceedings. It accomplishes its mission by delivering quality legal services and creative solutions at a reasonable cost while adhering to the highest ethical standards.

As an Assistant County Counsel II / Senior Assistant County Counsel with Washington County, you will provide a full range of legal services to assigned departments representing the County in all aspects of civil litigation. As a member of the Countys litigation team, you will represent a wide variety of departments in proceedings before courts, boards, arbitrators, and other administrative agencies, as well as provide sound legal and risk management advice across a spectrum of general legal issues related to public agency litigation.

Successful candidates will demonstrate the ability to represent the County in many complex legal areas with minimal direction and supervision. The ability to problem-solve and utilize innovative legal skills to provide creative solutions to clients to achieve their goals is essential. Assistant County Counsel II $114,106.44 – $149,221.80 Annually
Senior Assistant County Counsel $139,257.48 – $182,128.80 Annually

Practice Area:

LITIGATION ATTORNEY:
Prosecutes and defends legal actions in state and federal courts, as well as Oregon Court of Appeals and Ninth Circuit Court of Appeals. Researches and analyzes legal and factual information. Prepares, drafts, and/or revises legal pleadings, motions, appeals. Prepares and presents cases at pretrial hearings, trials, mediations, and arbitrations. Researches, studies, and interprets the application of laws, court decisions, and other legal authorities and precedents for the preparation of cases, opinions, and briefs. Represent County in state and federal administrative bodies.

Senior Level:
Requirements in addition to the Minimum Qualifications:

  • Seven (7) years of experience in all aspects of Oregon state and federal civil litigation. Trial, arbitration, and mediation experience.
  • Experience in Oregon Court of Appeals and Ninth Circuit Court of Appeals.
  • Ability to spot legal issues; manage discovery; conduct and defend depositions
  • Experience in settlement negotiations.
  • Interpret and apply laws in the preparation and drafting of legal documents and legal opinions.


LABOR AND EMPLOYMENT LAW ATTORNEY:

** Senior level minimum qualifications required **
Provides legal services to and advises all County departments regarding labor and employment advice. Prepares cases and represents the Countys interests before the Employment Relations Board. Includes Representation or certification petitions and unfair labor practice complaints. Advises and prepares the Countys response to contract grievances and prepares documents and represents the Countys interests in grievance arbitrations. Participates as a member of the Countys collective bargaining team. Prepares County and employee responses to BOLI and EEOC complaints. Prepares cases and represents the Countys interests before BOLI and the EEOC.

Senior Level:
Requirements in addition to the Minimum Qualifications:

  • Five (5) years of demonstrated experience in labor and employment law.
  • Demonstrated knowledge and experience with ADA issues, state and federal leave laws, state and federal discrimination laws, and state and federal wage and hour laws.

Assistant County Counsel II or as Senior Assistant County Counsel based on the qualifications of the selected candidates. Education and Experience:

Assistant County Counsel II:
A typical way to obtain the knowledge and abilities would be:

  • Bachelor’s degree (BS or BA) AND
  • Juris Doctor (JD) from an accredited college or university AND
  • A minimum of three (3) years of professional-level legal experience AND
  • Current membership in the Oregon State Bar Association.

Senior Assistant County Counsel:
A typical way to obtain the knowledge and abilities would be:

  • Bachelor’s degree (BS or BA) AND
  • Juris Doctor (JD) from an accredited college or university AND
  • A minimum of seven (7) years of professional-level legal experience AND
  • Current membership in the Oregon State Bar Association.

Selection Process:
1.
An evaluation of training and experience of submitted application packets will be performed by Human Resources. Review of applications will occur the week of May 3, 2021.

2. A Subject Matter Expert (SME) Panel will perform an in-depth evaluation of experience and training taken from your employment application materials to include responses to supplemental questionnaire. This process will begin after May 10, 2021.

3. Our goal is to schedule oral panel interviews with candidates that successfully pass the Subject Matter Expert Review step as soon as feasibly possible.
