This Assistant City Attorney position provides legal services to the Community & Economic Development and Planning & Development Departments (CEDD and PDD, respectively). As an attorney for these Departments, a background in municipal law, transactional work, real estate and land use law is a plus. In representing CEDD, job duties include: drafting and negotiating development agreements, ground leases, intergovernmental agreements, and other contracts; assisting CEDD on procurements for development opportunities and professional services; and responding to public records requests directed to CEDD. In representing PDD, job duties include interpreting the Citys Zoning Ordinance and Subdivision Ordinance, advising various citizen boards and commissions, assisting in the enforcement of zoning ordinance and other development related City Code provisions, and providing general legal advice to the Planning and Development management team.
Assistant City Attorneys in the Civil Division of the Law Department work under one of five Assistant Chief Counsels. The emphasis for this recruitment is to fill a vacant position for CEDD and PDD, but this recruitment process may be used to fill future vacancies. All attorneys in the Law Department may be reassigned based on the best interests of the City as determined by the City Attorney.
Assistant City Attorneys may be involved in the review, negotiation, and drafting of contracts or participation in other transactional work; client contact; litigation, pleading, and motion-practice; government law practice; and serve as a legal subject matter expert to the client department assigned. Assistant City Attorneys are expected to perform difficult professional and administrative legal work, including revisions to the Phoenix City Code, and client consultation to assist decision makers with the legal implications of their decisions. They may also be required to staff public meetings and represent the City during administrative hearings or court proceedings. A preferred candidate will have general knowledge of municipal law, including open meetings, public records, conflicts, and procurement. Assistant City Attorneys report to an Assistant Chief Counsel and are expected to work independently in the performance of their duties.
This recruitment and any interview process as a result of this recruitment may be used by multiple hiring managers and multiple departments throughout the City to fill any related current or future vacancies; other recruitments and appropriate eligible lists may also be considered.
The ideal candidate has experience with municipal law practice including planning and development, zoning ordinances, land use rules/regulations, and working with the development community.
Experience drafting and negotiating complicated contracts or other transactional work is also preferred.
$93,995 – $150,363 annually. Candidates may be hired above the minimum depending upon qualifications; however, for new hires; this is below the midpoint of the range. The appointment may be made at the Assistant City Attorney III ($81,203 – $129,917) or Assistant City Attorney IV level depending on qualifications and experience. The City contributes 8.5% of salary into 457/401(a) plans with no matching required. $3,360/annual car allowance and $1,440/annual cell phone allowance.

- Juris Doctor from an accredited school of law and admission to the State Bar of Arizona (or from a state with Arizona bar reciprocity). Please include your Arizona State Bar license number on resume or cover letter.
- Four years of experience as a practicing attorney.

PREFERRED QUALIFICATIONS The minimum qualifications listed above, plus:
- Experience representing municipalities or other governmental entities
- Municipal code enforcement experience,
- Experience drafting and negotiating complicated contracts or other transactional work, and experience in drafting development agreement is a plus,
- Municipal law practice, including public-records and open-meeting law matters.
