The Bureau of Economic Analysis is seeking a highly-motivated and capable executive to serve as the Chief of Communications.
This position is in the Senior Executive Service (SES). Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.

The Chief of Communications provides for the complete range of communications and external affairs functions of the Office of the Under Secretary for Economic Affairs (OUSEA) and the Director of BEA.
He/she coordinates actions required of OUSEA and BEA as a result of executive policy decisions and actions; develops plans for and coordinates major programs of joint effort; defines the respective roles and responsibilities of the parties involved and assigns internal responsibility for executing those major programs.
The Chief directs the drafting of all materials released to the public; ensures the Under Secretary, Director, and other key leaders are supported in all press interviews and public speaking events. Directly manages and/or clears the communications plan for all external events; helps guide data dissemination efforts (both products and services) for external customers to ensure they are consistent with legal authorities and policies.
The Chief of Communications develops and maintains effective working relationships with members of Congress and their staffs; prepares the Under Secretary, Director, and other officials for congressional hearings and meetings; and builds a rapport with Capitol Hill economists, members, committees and their staff interested in economic issues.
He/she collaborates to locate staff and congressional champions for Departmental priorities, including developing ideas and approaches to communicate the Administration's economic initiatives using organizational data, products, and services.
Occasional travel – Travel required to attend or present at meetings and conferences on topics relevant to BEA's mission.

PTQ #1-Extensive knowledge of the U.S. government legislative, planning, and budget processes and demonstrated experience applying rules and regulations pertinent to managing statistical and/or data collection programs or initiatives that are subject to congressional review.
PTQ #2 -Demonstrated executive level experience communicating with high level public, private sector, and other officials, such as members of Congress and state officials, to explain complex statistical information and/or defend proposals or actions for statistical data collection methodologies.
PTQ #3 -Demonstrated executive level experience leading the development and implementation of cross-organizational scientific and statistical policies and programs in government, academic, or private sector environments.
