<b>Duties</b><br /><br /><b>Summary</b><br /><br />Agriculturist for Permitting and Compliance Coordination (PCC) serve as an Agency contact point and information resource on the issuance of Plant Protection and Quarantine (PPQ) permits for the importation and/or interstate movement of plants, plant products, biological control organisms, noxious weeds, articles, or means of conveyance to prevent the introduction or dissemination of plant pests, diseases, and noxious weeds.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>The duties may include, but are not limited to:</li> <li>Serves as a liaison or team member with other staffs, Federal, State, Tribal governments, and other entities to obtain scientific information on safeguarding issues for the entry of regulated material</li> <li>Assists staff scientists, subject matter experts, and national program managers with tasks related to plant pest mitigations, risk assessments, safe trade, and development of regulations and standards</li> <li>Reviews and evaluates applications for regulated articles and issues permits and authorizations in accordance with foreign and domestic quarantines under 7 CFR parts 318, 319, 330, 352, 355, 360, 361</li> <li>Provides interpretation of import and export guidelines to facilitate and promote the Agency?s responsibilities and international obligations in support of safeguarding and trade facilitation</li> <li>Ensures that processed permits meet the necessary standards, i.e., equipment, biosecurity precautions, safeguarding and handling, and proper containment to minimize pert risks</li> <li>Participates in the establishment and maintenance of databases and automated systems designed to process and track incoming permit applications</li> <li>Responds to oral and written inquiries from applicants regarding the status of permit requests according to the Plant Protection Act, existing regulations, and permit program policies and procedures</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – Occasional domestic travel to conferences, meetings or other work sites is expected.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 12 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>You must be a US Citizen or US National</li> <li>Males born after 12/31/1959 must be Selective Service registered or exempt</li> <li>Subject to satisfactory adjudication of background investigation and/or fingerprint check</li> <li>Successful completion of one-year probationary period, unless previously served.</li> <li>Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution</li> <li>Successfully pass the E-Verify employment verification check. To learn more about E-Verify, including your rights and responsibilities, visit E-Verify at https: www.e-verify.gov/</li> <li>Valid state driver's license is required at the time of application.</li> <li>May occasionally conduct field reviews which occur outdoors or in a warehouse setting which would have potential risk or discomfort involved in working around pesticides, heavy equipment and in adverse weather conditions.</li> </ul> <br /><br /><b>Qualifications</b><br /><br />Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.<br /><br /><strong>BASIC REQUIREMENT: </strong>Biologist (0401)<br /><br /><strong>Degree:</strong> biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position<br /><br /><strong>OR</strong><br /><br /><strong>Combination of education and experience:</strong> Courses equivalent to a major, as shown above, plus appropriate experience or additional education<br /><br /><strong>FOR THE GS-12 LEVEL: </strong>Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: <ul> <li>Analyzing and summarizing scientific information to verify the accuracy of data and information collected for regulatory purposes and decision making</li> <li>Applying and using reference standards, legal and regulatory requirements related to the importation and movement of plant and plant products to mitigate against plant pests to protect American agriculture and its infrastructure</li> <li>Participating in projects that develop or use standard methods and techniques related to plant health risks</li> <li>Enforcing Federal and State quarantines, regulating the movement of plants and plant products, equipment, and other materials that may cause the spread of injurious plant pests and diseases</li> <li>Preparing routine reports, make oral and written presentations, and provide customer service</li> </ul> <br /> Note: There is no education substitution for the GS-12 grade level.<br /><br /><strong>TRANSCRIPTS</strong> are required. <ul> <li>This position requires specific coursework or a degree in a specific field to be basically qualified.</li> <li>This education must have been successfully completed and obtained from an accredited school, college, or university.</li> </ul> <br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
