<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Bureau of Consumer Protection (BCP), Division of Privacy and Identity Protection (DPIP). The Division oversees issues related to consumer privacy, credit reporting, identity theft, and information security. The Division enforces the statutes and rules within its jurisdiction, engages in outreach and policy development, and educates consumers and businesses about emerging privacy, credit reporting, information security issues, and identity theft prevention.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />If selected for the Information Technology Specialist (INFOSEC) position, the employee's duties include, but are not limited to: <ul> <li>Evaluates established methods and procedures and prepare recommendations for changes in methods and practices where appropriate.</li> </ul> <ul> <li>Researches emerging consumer technologies and entities involved in the consumer technology marketplace.</li> </ul> <ul> <li>Provides assistance to attorneys and other staff on complex investigations involving unfair or deceptive practices concerning technologically-sophisticated schemes.</li> </ul> <ul> <li>Preserves evidence of unfair or deceptive practices that appear on the Internet and in mobile apps in a forensically sound manner. </li> </ul> <ul> <li>Captures unencrypted data flows using packet capture programs such as Wireshark and Fiddler, and captures encrypted data flows using man-in-the-middle techniques (i.e., MITM Proxy).</li> </ul> <ul> <li>Uses databases, public records, and other sources to obtain and preserve information related to data security and privacy investigations and other projects.</li> </ul> <ul> <li>Interviews potential witnesses in data security and privacy investigations.</li> </ul> <ul> <li>Drafts investigative affidavits and declarations in data security and privacy investigations.</li> </ul> <ul> <li>Testifies in court hearings, depositions, and other settings.</li> </ul> <ul> <li>Assists technologists and attorneys in designing and conducting studies concerning the impact of new technologies on consumers, including studies concerning:</li> </ul> <li>The use of privacy-protective technologies by consumers and businesses,</li> <li>The flow of data between computing devices, app developers, and third parties, and</li> <li>Compliance with laws enforced by the FTC, including the Children's Online Privacy Protection Act.</li> <br /><br /><b>Travel Required</b><br /><br />Not required<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 12 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>U.S. citizenship requirement must be met by the closing date of this vacancy.</li> <li>This position is subject to a background investigation.</li> <li>Males born after December 31, 1959 must register with Selective Service.</li> <li>You may serve a one-year probationary period under this appointment.</li> <li>Only experience and education obtained by the closing date of this announcement will be considered.</li> </ul> <br /><br /><b>Qualifications</b><br /><br />To qualify for an Information Technology Specialist (INFOSEC) at the GS-09 level, you must meet the following Basic Requirements:<br /><br /><b>For the GS-09 level: Qualifications based on Education </b> (You must provide a copy of your transcript(s) to verify your claim) <b>:</b><br /><br />Master's degree or equivalent graduate degree<br /> or <br /> Two (2) full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree<br /><br /><b>For the GS-09 level: Specialized Experience: </b> (Your resume must include details that support your claim(s). <br /><br />You MUST have at least 52 weeks (1 year) of specialized experience at the GS-07 or equivalent in the Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position.<br /><br /><b>Specialized experience includes </b><br /> Performing IT-related tasks such as:<br /> – assisting with research on security vulnerabilities and threats;<br /> – personal responsibility for at least a segment of the overall project to develop recommendations and plans to minimize risks associated with vulnerabilities;<br /> – identifying and evaluating new security technologies;<br /> – promoting awareness of security issues among management, staff, and the public, and ensuring security principles are reflected in policies;<br /> – and/or supporting the gathering, analysis, and preservation of evidence used in the investigation or prosecution of computer fraud or other computer crimes<b>.</b><br /><br />Specialized Experience refers to paid and unpaid experience.<br /><br />**You may also qualify if you have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position**<br /><br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional;
