<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located within the Office of Administration (OA), Office of Security (OS), Personnel Security Division (PSD). The incumbent will serve as a Personnel Security Specialist, performing duties associated with analysis of personnel security information to make suitability, eligibility, and adjudication recommendations or determinations.<br /><br />NOTE: More than one selection may be made within 90 days of the issuance of the certificate, if additional vacancies occur.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a Personnel Security Specialist, GS-0080-11/12, your typical work assignments may include the following under supervision: <ul> <li>Analysis – Review systems, databases, responses to security questionnaires, reports of investigation (ROI), law enforcement documents, incident reports, and other source security information that contain personal history and related information associated with a candidate to make suitability, eligibility and adjudication recommendations or determinations. Make fair and unbiased recommendations and decisions.</li> <li>Compliance – Knowledge or awareness and adherence to government policies or regulations governing security suitability and eligibility, such as Federal Investigative Standards (FIS), Executive Orders (E.O.) 12968, 13526, and Code of Federal Regulations 5 CFR 731 (Suitability), Intelligence Community Directive (ICD) 704, or other guidelines to make suitability, eligibility and adjudication determinations.</li> <li>Customer Support – Request additional information or documentation as needed to support data analysis. The qualification requirements are in accordance with the OPM Qualification Standards. All qualifications must be met by the closing date of this announcement.<br /><br /><b>Specialized Experience:</b> Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as: advising management on personnel security policies; reviewing, evaluating, and adjudicating reports of investigation, personnel files and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues.<br /><br /><b> In order to qualify at the GS-11 level, applicants must meet one of the minimum requirements listed below: </b><br /> 1) Applicant must possess one full year of specialized experience at the GS-09 level or pay band in Federal service or equivalent experience in private or public sector: advising management on personnel security policies and reviewing, evaluating, and adjudicating reports of investigation, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues. <b>OR</b><br /><br />2) Applicant possess a Ph.D. or equivalent doctoral degree; or have completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; or have obtained a LL.M. degree that is related to the position being filled. NOTE: College transcripts must be included in your application package, if you are qualifying based on your education. <b>OR </b><br /><br />3) Applicant possess a combination of education and experience as described in the above statement that equates to one full year of experience.<br /><br /><b> In order to qualify at the GS-12 level, applicants meet the minimum requirements listed below: </b><br /><br />Applicant must possess one full year of specialized experience at the GS-11 level or pay band in Federal service or equivalent experience in private or public sector: advising management on personnel security policies and reviewing, evaluating, and adjudicating reports of investigation, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues.<br /><br />Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
