<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in USAGM's Technology, Services and Innovation, Global Networks Division. The incumbent will serve as a Telecommunications Specialist and assists the Division Director with configuring and implementing IT telecommunications satellite, video, audio, and radio broadcast equipment and requirements for the various broadcast agencies of USAGM.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><strong>These duties are descriptive of the GS-14 grade level; however, more supervision and training is provided at the lower grade level, in order to achieve the target grade.</strong> <ul> <li>Collaborates with USAGM's broadcaster's television master control (TVMC) & Radio master control(MC) engineering resources to assist with the design, implementation, and operations of their video and audio distribution, contribution and network.</li> <li>Installs and configures Cisco PowerVu Network Centre (PNC) systems, Cisco Digital Content Manager (DCM), Cisco and other compatible receivers for satellite and terrestrial fiber distribution.</li> <li>Participates in the technical maintenance plan and activities for deployed content distribution infrastructure at USAGM Headquarters in Washington, D.C. and also remote global locations such as Germany, Czech Republic, Botswana, Philippines, Tajikistan, UAE and other locations.</li> <li>Assists in the planning, development, deployment and expansion of content distribution platforms supporting TV & Radio distribution globally.</li> <li>Travels to remote sites worldwide to support the installation, upgrade, repair or maintenance of telecommunications equipment (Audio/Video Routers, Traffic management systems, Cisco Encoding systems, Digital Content Management equipment, and network monitoring probes).</li> <li>This position is required to obtain a COR certification in year one of employment and COR 2 within 2 years thereafter.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 14 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>U.S. citizenship required.</li> <li>Candidates MUST meet all qualification requirements by the closing date.</li> <li>Applicants must complete the online questionnaire.</li> <li>This is a sensitive or national security position.</li> <li>If selected, this position requires the completion of the SF-86.</li> <li>Suitability Determination: If selected, you will be subject to a security investigation to establish your suitability for federal employment. If applicants are interested in applying to that vacancy you must apply before the closing date of 5/31/19.</li> </ul> <br /><br /><b>Qualifications</b><br /><br /><b> For the GS-13 level </b><b>:</b> Applicants must possess one year of specialized experience at or equivalent to the GS-12 grade level which was obtained in the private, public, or federal sectors. Specialized experience is the following and gained in the telecommunications field: Experience in evaluating, analyzing, developing, managing, or improving communications systems ; i.e., satellite, audio, radio equipment; skill and experience in using requirements of telecommunications technology; and knowledge of current developments and trends in telecommunications concepts and technology.<br /><br /><b> For the GS-14 level </b><b>:</b> Applicants must possess one year of specialized experience at or equivalent to the GS-13 grade level which was gained in the private, public, or federal sectors. Specialized experience is the following and gained in the telecommunications field: acts as a lead and has mastery experience in evaluating, analyzing, developing, managing, or improving telecommunications systems and procedures; and knowledge of current developments and trends in telecommunications concepts and technology to provide expert advice to the Division Director and agency leaders in the products and services provided to the agency. <br /><br /><b>Education</b><br /><br />Applicants cannot substitute or combine education and experience for this position. <br /><br /><b>Additional information</b><br /><br />1.
