<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Office of Public and Indian Housing (PIH), Real Estate Assessment Center (REAC). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. <br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a Mathematical Statistician, the following are the duties of this position at the <strong>GS-13</strong> . To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.<br /><br />The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities. The Real Estate Assessment Center is responsible for annual assessments of HUD funded agencies and agents who administer public and multifamily housing programs. Specialized experience for this position includes: <br /><br />-Serving as an internal consultant on the development of mathematical modeling and statistical analyses, theories and techniques to ensure the accuracy of assessment products and enhance the efficacy of program operations; <strong>AND<br /> – </strong>Analyzing and evaluating large data extracts, independently and with minimal supervision;<strong> AND<br /> – </strong>Drafting comprehensive written business reports, documenting results of analyses, and providing recommendations to support data- driven decision making by policymakers<strong>.</strong><br /><br /><strong>For the GS-12, </strong>you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the <strong>GS-11</strong> grade level in the Federal service. Only graduate education in excess of the first 2 years may be combined with experience.<br /><br /><strong>Time-in-Grade:<br /></strong>In addition to the above requirements, you must meet the following <strong>time-in-grade requirement</strong>, if applicable:<br />For the <strong>GS-13</strong>, you must have been at the <strong>GS-12 </strong>level for 52 weeks. <br />For the <strong>GS-12</strong>, you must have been at the <strong>GS-11 </strong>level for 52 weeks. <br />For the <strong>GS-11</strong>, you must have been at the <strong>GS-09 </strong>level for 52 weeks.<br /><br /><strong>Time After Competitive Appointment:<br /></strong>Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.<br /><br /><b>Education</b><br /><br /><strong>Education Requirements:</strong> <strong>A: Degree:</strong> Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that includes 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.<br /><strong> OR</strong><br /><strong> B: Combination of education and experience –</strong> at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.<br /><br />Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement. <br /><br />The experience offered in combination with educational courses to meet the requirements in paragraph B above should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.<br /><br />Without other indications of statistical experience, work required in the processing of numerical or quantified information by other than statistical methods is not considered appropriate qualifying experience.
