<b>Duties</b><br /><br /><b>Summary</b><br /><br />The mission of the ICE OCFO is to provide for the effective and efficient management of ICE resources through implementation of best business practices and by linking strategic planning, budgeting and performance reporting.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />OFM is the largest division within the OCFO, and is spread across three geographic locations – Headquarters in Washington, D.C. and two finance centers in Dallas, TX and Burlington, VT, respectively. OFM supports all financial management service needs for the agency such as accounting transactional activities, financial reporting, operation and maintenance of financial systems and multiple feeder systems, and travel and government charge card management.<br /><br />This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement , Office of the Chief Financial Officer. The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the Financial Reporting Branch. The Financial Reporting Branch is responsible for providing accounting support and acts as liaison between OCFO organizations. Specifically, you will supervise the following activities: <ul> <li>Prepare monthly and yearly financial statements, reports, and records by collecting, analyzing, and summarizing account information, lead and complete monthly close procedures, FACTS I and FACTS II reporting, analyze revenues and expenses to ensure they are recorded appropriately;</li> <li>Analyze the financial statements and related trial balances which includes investigating abnormal balances and analytics for discrepancies and research and reconcile all discrepancies, auditing and verifying documents and following internal controls;</li> <li>Prepare financial statements and supporting schedules according to monthly deliverables, report on variances and assist with reviewing and approving quarterly deliverables, prepare monthly account reconciliations and assist staff with analyzing financial statements and SF-133s on a regular basis and lead year end audits and prepare financial statements, analyze and correct discrepancies, and assist in documentation and monitoring of internal controls;</li> <li>Direct the administrative, technical, and professional record keeping accounting functions to ensure the effectiveness, efficiency, and productivity of the financial operations within the Financial Reporting Branch;</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Not required<br /><br />Supervisory status <br /> Yes <br /><br />Promotion Potential <br /> 14 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>You must be a U.S. citizen to apply for this position.</li> <li>You must successfully pass a background investigation.</li> <li>Males born after 12/31/59 must certify registration with Selective Service.</li> <li>Requirements by Closing Date: Unless otherwise noted, you must meet all requirements by the closing date of the announcement.</li> <li>Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met by the closing date of this announcement.</li> </ul> <br /><br /><b>Qualifications</b><br /><br /><strong>BASIC EDUCATIONAL REQUIREMENTS:</strong><br /> The Office of Personnel Management (OPM), Individual Occupational Requirements (IORs) for the Accounting, 0510 series are as follows:Degree: A degree (Bachelors or higher) in accounting; or a degree (Bachelors or higher) in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")<br /> OR<br /> <strong>Combination of education and experience</strong>: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:<br /> 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;<br /> 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or<br /> 3. Completion of the requirements for a degree (Bachelors or higher) that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph 1; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.<br /><br /><strong>IN ADDITION TO MEETING THE ABOVE BASIC EDUCATIONAL REQUIREMENTS, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: </strong><br /><br /><strong> Specialized Experience: </strong><strong>GS-14:</strong> Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that included experience such as: <ul> <li>Provide authoritative advice on accounting principles;</li> <li>Manage the preparations of an organization's Financial Statements;</li> <li>Provide analysis and advice regarding accounting programs and financial systems to management and high level officials;</li> <li>Manage accounting systems covering operations and system changes that impact the general ledgers proprietary and budgetary accounts; and</li> <li>Develop and implement major policy guidance, process changes and systems for accounting operations.</li> </ul> <strong>Time-in-Grade Requirements: </strong>Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. <strong>NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
