<b>Duties</b><br /><br /><b>Summary</b><br /><br />The position is responsible for program management of administrative support services for the Agency. This is a dynamic supervisory position, covering management analysis, safety, security, training, drug testing, policy development and other special programs, and serves as an advisory staff consultant to senior leaders. An initial requirement will be to coordinate, manage and oversee the implementation of a new, 40 hour in-processing training session for all new overseas Agency recruits.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />Under the supervision of the Chief of Human Resources and Administration, this position directs all facets of administration and policy analysis, including: <ul> <li>Directly conducting and overseeing matters related to personnel suitability and security clearances;</li> <li>Managing and overseeing the Agency Safety, Security and Training programs;</li> <li>Administering the drug free workplace program;</li> <li>Coordinating new Agency administrative programs across multi-functional areas;</li> <li>Supervising a small staff of Federal employees and contractors;</li> <li>Reviewing and updating administrative policies;</li> <li>Managing supply and fleet management; and</li> <li>Serving as Headquarters facility manager liaison.</li> </ul> <strong>What we're looking for:</strong> <ul> <li>A highly-motivated individual who is interested in the commemorization and memorialization of America's military war dead from the First and Second World Wars;</li> <li>A successful leader with wide ranging skills in administrative policy analysis and implementation;</li> <li>Ability and desire to positively motivate team members in implementing policies and changes, and improving a wide range of business processes. </li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to periodically travel to overseas locations for this position.<br /><br />Supervisory status <br /> Yes <br /><br />Promotion Potential <br /> 14 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>U.S. Citizenship</li> <li>Suitable for Federal employment, determined by a background investigation.</li> <li>Males born after 12-31-59 must be registered for Selective Service</li> </ul> <br /><br /><b>Qualifications</b><br /><br />Applicants must meet the following requirements: <li>One year of specialized experience equivalent to the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: (1) advising senior level management on the application and interpretation of administrative policies, procedures and operations; or (2) providing leadership, guidance and advice to staff on matters related to a variety of administrative management functions; or (3) planning and development of financial operations, such as budgeting and accounting of funds, procurement, facility management, travel services.</li> You will be rated on the following competencies for this position: <ul> <li>Administration and Management</li> <li>Technical Competence</li> <li>Leadership</li> <li>Managing Human Resources</li> <li>Financial Management</li> <li>Planning and Evaluating</li> <li>Interpersonal Skills</li> <li>Teamwork</li> </ul> Please make sure your competency-based and specialized experience can be clearly identified in your resume.<br /><br /><strong>Time in Grade</strong><br /> Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks.)
