<b>Duties</b><br /><br /><b>Summary</b><br /><br />Click on "Learn more about this agency" button below to view <strong>Eligibilities </strong>being considered and other <strong>IMPORTANT</strong> information.<br /><br />The primary purpose of this position is to serve as a Manpower Analyst at a Field Operating Agency (MAJCOM Equivalent) providing expert management advisory services for comprehensive manpower requirements issues and organizational analyses for two commands with a wide diversity of functions. Conduct special manpower studies as directed.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>Provides strategic and technical guidance as well as seasoned consultative management advisory services throughout an entire MAJ COM equivalent 250 geographically separated units world-wide on the effective use of manpower programs to support goals.</li> <li>Conducts, leads, and/or participates in studies to improve human capital programs and/or influence policy changes for the MAJCOM that typically involve long-range, highly complex, and often politically sensitive topics.</li> <li>Performs program evaluation of a full range of manpower programs at command and wing equivalent/installation level and develops and executes improvement/enhancement plans.</li> <li>Prepares and deliver written reports, oral presentations, e.g., briefings, training sessions, consultations, orientations, discussions with command leadership, supervisors, customers, co-workers. Examples of specialized experience includes knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs; including management, planning, and measurement concepts, principles, practices, and methodologies currently in use by DoD, and private industry. Providing staff-level advice in a wide range of command program areas involving issues such as organizational analyses, application of standards, financial and statistical analyses, process improvement, Office of Management and Budget (OMB) circular A-76 cost-comparison studies, Program Objective Memorandum (POM) development and execution, in-sourcing, military-civilian conversion actions, planned organizational HR capital reductions, base realignment and closure (BRAC) actions.<br /><br /><strong>FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:</strong> Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.<br /><br /><strong>KNOWLEDGE, SKILLS AND ABILITIES (KSAs): </strong>Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:<br /><br />I. Knowledge of DoD, Joint Service, and agency management engineering principles, concepts, and methodologies including that of the manpower determinant development and requirements process, and financial management directives, concepts, procedures, guidance, and policy ,skill in planning and directing the conduct of comprehensive manpower rand organizational analyses/studies of a wide diversity of organizations.<br /><br />2. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.<br /><br />3 .Ability to move members of diverse groups towards ownership of their study objective without imposing personal bias.<br /><br />4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures.<br /><br />5. Skill in conducting reviews and analyzing and assessing manpower program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making reco1nmendations for enhancements and improvements.<br /><br />6. Skill to communicate both orally and in writing and to establish and maintain effective and positive working relationships.<br /><br /><strong>PART-TIME OR UNPAID EXPERIENCE: </strong>Credit will be given for appropriate unpaid and or part-time work. You will receive credit for all qualifying experience, including volunteer experience. <br /><br /><b>Education</b><br /><br /><strong>IF USING EDUCATION TO QUALIFY: </strong>You <strong>MUST </strong>provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.<br /><br /><strong>FOREIGN EDUCATION:</strong> Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions <strong>not later than 120 days after the date of submission</strong>. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible."
