<b>Duties</b><br /><br /><b>Summary</b><br /><br /><strong>PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended.</strong><br /><br />The position is a Supervisory Program Analyst in the Bureau of the Fiscal Service; Office of Wholesale Securities Services (WSS); Division of Program Support; Policy, Planning and Compliance Branch. The mission of WSS is to fund the Federal Government at the least cost over time through the auctioning of Treasury marketable securities.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a <strong>Supervisory Program Analyst</strong>, you will:<br /><br />- Develop project plans and set priorities and deadlines for completion of work. Assign work for projects based on priorities and deadlines. Reallocate resources to various phases of the project when priorities change or problems are encountered. Provide direction and advice on problem areas. Inform Fiscal Service management of progress toward major project milestones.<br /><br />- Supervise staff responsible for analyzing and evaluating (on a qualitative and quantitative basis) interrelated issues of effectiveness, efficiency, risks, internal controls, and productivity; establish criteria to measure and or predict the effectiveness of operations and activities in meeting established goals and objectives.<br /><br />- Direct the analysis of current and projected Fiscal Service programs in order to provide Senior Management with evaluative information necessary to make effective program decisions.<br /><br />- Develop operational goals and objectives and assists with long-range plans for the Office. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.<br /><br /><b>Qualifications</b><br /><br />You must meet the following requirements within 30 days after the closing date of this announcement.<br /><br />For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position must include:<br /> – Experience leading projects and managing teams while developing action plans, project plans, monitoring progress, and developing teams; AND<br /> – Preparing in-depth written and/or oral reports for organizational leadership at a Federal or State agency, Federal Reserve Banks, or a private sector entity.<br /><br />In addition to the above requirements, you must meet the following <strong>time-in-grade requirement</strong>, if applicable:<br />For the GS-14, you must have been at the GS-13 level for 52 weeks.<br /><br /><b>Education</b><br /><br /><b>Additional information</b><br /><br />- Factors such as cost effectiveness, labor market conditions and difficulties in filling the position will be reviewed in determining if payment of relocation expenses is in the best interest of the Government. <strong><br /></strong>- We may select from this announcement or any other source to fill one or more vacancies. <br />- This is a non-bargaining unit position.<br />- This position is a high risk public trust position.<br />- We offer opportunities for telework, per signed agreement.<br />- We offer opportunities for flexible work schedules.
