<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Land Resources Program Center. The incumbent's responsibilities include supporting the regional land program, managing the regional survey program; and supporting the regional boundary management program, in coordination with parks, rangers and United States Park Police.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a Land Surveyor you will: <ul> <li>Manage the regional survey program and support the regional boundary management program.</li> <li>Act as a Contracting Officer's Representative (COR) and/or inspector on contract surveys.</li> <li>Evaluate and make recommendations regarding survey conflicts and boundary disputes.</li> <li>Research records and other data sources and assembling the information to clearly present facts and findings in complex and varying title claim, encroachment, trespass, and surveying problems.</li> <li>Provide oversight in monitoring contractor performance through the review and inspection of field work and the review of completed survey documents, reports, and survey plats.</li> <li>Apply rules for survey evidence to property ownership problems, to interpret evidence, resolve inconclusive or conflicting evidence, and write property legal descriptions.</li> <li>Interact with a variety of stakeholders including private land owners, local officials, federal agencies, NPS leadership and conservation organizations.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 13 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> </ul> <br /> <ul> <li>U.S. Citizenship required.</li> <li>Appointment subject to background investigation and favorable adjudication.</li> <li>Meet Selective Service Registration Act requirement for males</li> <li>Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.</li> <li>Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.</li> <li>You may be required to complete training and operate a four-wheel drive vehicle.</li> <li>If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.</li> <li>You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.</li> <li>You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.</li> <li>You must possess and maintain a <b>Professional Land Surveyors License from Washington, D.C., Maryland, Virginia and/or West Virginia</b> by Anticipated Entry on Duty: July 7, 2019.</li> </ul> <br /><br /><b>Qualifications</b><br /><br /><strong>BASIC REQUIREMENT(S):</strong><br /> <strong>A. Degree:</strong> Land surveying or Civil Engineering with a Surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.<br /><br /><strong>OR</strong><br /><br /><strong>B. Combination of education and experience:</strong> Courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education.<br /><br /><strong>OR</strong><br /><br /><strong>C. Registration:</strong> Current registration as a Land Surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.<br /><br /><strong> In addition to meeting the Basic Requirements, you must meet the Minimum Qualifications stated below – </strong><br /><br /><strong>MINIMUM QUALIFICATIONS:</strong><br /> <strong>GS-13: </strong>Your resume must demonstrate at least one (1) year of specialized experience equivalent to at a GS-12 level in the Federal service. <strong>Examples of specialized experience include: </strong>planned, coordinated, and directed all phases of conventional land surveying projects including establishing, investigating, and reestablishing land and property boundaries and the preparation of plats and legal descriptions; provided leadership and technical assistance on land surveys involving complex issues such as changing watercourses, distorted prior surveys, extremely high property value, or obliterated monuments; and/or reviewed contracts, prepared specifications, and served as a contract inspector ensuring compliance with land surveying contracts on projects contracted with private firms.<br /><br /><strong>Volunteer Experience:</strong> Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.<br /><br /><strong>You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".</strong> <br /><br /><b>Education</b><br /><br />To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
