<b>Duties</b><br /><br /><b>Summary</b><br /><br />This National Guard position is for a <strong>Budget Analyst</strong>, Position Description Number <strong>D1008000 </strong>and is part of the Maryland National Guard.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a Budget Analyst GS-0501-09, you will perform budget formulation work involving review and preparation of budget estimates and financial plans. Reviews and analyzes budget requests submitted by organizational activities to ensure their consistency, accuracy, and adherence to instructions. Researches, consolidates, and summarizes budgetary data from source documents, automated budgetary systems,accounting records, and reports for use in preparing budget estimates and annual financial plans. Interprets source information and properly applies it to the budget. Reviews organizational historical data and/or matches funding requests or projected costs of selected line items with past records to determine trends in spending and forecast annual funding needs. Analyzes data for prior,current, and out year in preparing financial plans. Develops consolidated budget,and reviews and drafts statements for justifying funding requests. Reviews budget submissions for compliance with rules, regulations, and procedures. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.Monitors, tracks, and reviews obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences that are not in keeping with annual work plans. Compares obligations and expenditures and identifies conditions over or under obligation of funds. Prepares and conducts reprogramming and adjustments of funding to cover short falls, unanticipated expenses, and/or unexpected emergencies, identifying and referring to higher level officials reprogramming actions which require prior approval. Obtains and provides information concerning the propriety of using funds for specific purposes by researching appropriate legal and regulatory guides. Makes recommendations for transfer of funds between accounts under the same appropriation or allotment when funds are needed to cover increases in obligations or when expenditures fall below established limits. Verifies, enters,and adjusts budgetary data in a variety of forms, schedules, and reports.Monitors year-end closing to ensure proper and full use of funds. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.<br /><br /><strong> SPECIALIZED EXPERIENCE :</strong> Is experience that prepares the applicant to perform the prescribed duties of the position. An applicant must demonstrate the following specialized experience competencies to qualify for a position identified by its applicable position description GS-Grade, financial management certification career level, and assigned military skills.<br /><br />GS-09, Novice. To qualify for the GS-0560-09 position, the candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the candidate's military rank before final approval and appointment is processed. A candidate must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. As a condition of continued employment in the GS-0560-09 position, dependent on the position's certification level and contingent on the employee's military rank, the employee must complete the higher financial management certification within 24 months of appointment to the position. <br /><br /><b>Education</b><br /><br />If you are using Education to qualify for this position, To qualify for GS-0560 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Technician applicants, who completed the Army or the Air Force Financial Technical School course and were awarded the applicable and compatible military skills, are considered minimally qualified for the GS-07 or GS-09 entry-level position.<br /><br /><strong>You must provide transcripts or other documentation to support your Educational claims.
