<b>Duties</b><br /><br /><b>Summary</b><br /><br /><strong>THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.</strong><br /><br />This National Guard position is for a Financial Services Technician (Title 32) (Indefinite), Position Description Number <strong>D1986000 </strong> and is part of the VA USPFO, National Guard.<br /><br /><strong>About the Position: </strong>This is an open continuous announcement – Applicants will be notified as positions become available.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><b>As a Financial Services Technician (Title 32), GS-0503-08, you will perform the following duties:</b><br /><br />(1) Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques to evaluate alternatives and arrive at decisions, conclusions and recommendations. Analyzes diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial technical issues or problems.<br /><br />(2) Performs in-depth analysis, complicated pay, travel, and accounts payable issues involving substantial corrective action and/or complicated adjustments and resolves issues, including assessing unusual circumstances or conditions. Utilizes experience and judgment, rather than guides, to fill in gaps, identify sources of information, and make working suppositions about what transpired to decide approaches, and resolve specific problems. Develops variations in approaches to fit specific problems or deals with incomplete, unreliable or conflicting data in the process of work performance in order to validate transactions and resolve inconsistencies.<br /><br />(3) Analyzes particular facts of financial transaction problems/issues, verifies and evaluates data; obtains additional information to reconcile discrepancies or inconsistencies; and applies pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution. Performs research regarding many different and unrelated processes and methods relating to financial transactions for analysis of complex and unusual financial transactions. Analyzes results, applies personal initiative and judgment to make recommendations, which may result in changing guidelines affecting internal, state, and National Guard Bureau (NGB) level processes and procedures.<br /><br />(4) Analyzes and resolves tax processing problems based on soldier inquiries or internal control audits/reviews, ranging from Permanent Change of Station (PCS) issues and combat tax exclusion pay to refunds of erroneous tax collections. Indefinite appointments may be made permanent at a later date without competition.<br /><br /><b>WHO CAN APPLY: </b><br /> <b>GROUP I </b>- All qualified Male/Female Enlisted Personnel (E-2/PV2 – E-9/SMG), currently employed (permanent) in the Virginia Army National Guard Military Technician Program.<br /> <b>GROUP II </b>- All qualified Virginia Army National Guard Male/Female Enlisted Personnel (E-2/PV2 – E-9/SMG), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.<br /> <b>GROUP III </b>- Individuals eligible for membership in the Virginia Army National Guard.<br /><br /><strong>Military Grades</strong>: Enlisted Personnel (E-2/PV2 – E-9/SMG)<br /><br /><strong>Compatible Military Assignments</strong>: E:MOS: 36B, 42A<br /><br /><b> GENERAL EXPERIENCE: </b>Applicant must have experience, education, or training in progressively responsible clerical, office, or other work which demonstrates the ability to communicate with individuals at different levels in order to assist and provide information as well as experience using computers and automated systems.<br /><br /><b> SPECIALIZED EXPERIENCE : </b>Applicant must have at least 3 months of specialized experience, education, or training equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:<br /> <li>Basic finance program training or competencies that provided knowledge of financial principles and procedures</li> <li>Experience which provided you knowledge of the basic principles and concepts of the National Guard financial business program requirements.</li> <li>Experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.</li> <li>Experiences in providing analysis, validation, processing and correction of financial transactions.</li> <br /><br /><b>Education</b><br /><br /><b> Substitution of Education for Specialized Experience. </b>To qualify for GS-0503 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Technician applicants, who completed the Army or the Air Force Financial Technical School course and were awarded the applicable and compatible military skills, are considered minimally qualified for the GS-0503-08 entry-level position.<br /><br /><strong>You must provide transcripts or other documentation to support your Educational claims.
