They provide professional assistance to senior staff members or management.<br /><br /><strong>WHAT IS THE TAX EXEMPT GOVERNMENT </strong><strong>DIVISION? </strong>Tax Exempt & Government Entities Division serves Employee Plans which examines the returns of qualified pension benefit plans compliance. Exempt Organizations ensures not-for-profit organizations meet tax-exempt status requirements. And, Government Entities ensures organizations meet their tax withholding and employment tax payment requirements. <br /><br />As a Statistician you will:<br /> <ul> <li>Assume responsibility for the initiation, planning, implementation, controlling, modifying and executing of all or part of an entire research project, including such tasks as formulation of workload estimates for program segments, specification of the methodology to be used, preparation of appropriate specifications and procedures, and review computer systems specifications and materials and instructions needed for assuring the adequacy of a study's design.</li> <li>Prepare recommendations relating to strategic planning, oversight, and monitoring of budget, acquisitions, and human resources activities.</li> <li>Recommendations adopted facilitate management decisions in the<br /> arena of human capital investment strategies and, ultimately, impact overall organizational efficiencies.</li> <li>Assist the supervisor in determining the scope, goals and schedules for future programs in the Office. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.<br /><br /><strong>In addition to the above</strong>, you must meet the requirements described below:<br /><br /><strong>GS-13 LEVEL:</strong>You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience working statistical/mathematical project assignments applying and using statistical program requirements and techniques; experience working assignments by analyzing alternative approaches in the process of advising management concerning major aspects of advanced statistical and mathematical theories and techniques that relate to data analysis, probability sampling, estimation procedures, variance estimation, with the capability of applying this professional knowledge in a creative manner. Experience applying methods and principles related to mathematical statistics in carrying out project assignments. Experience in establishing effective working relationships with people from a variety of technical backgrounds, assessing their needs and expectations. Experience in preparing reports and making recommendations for meeting customer needs. Experience with statistical theories and techniques that relate to survey sampling, weighting, outlier detection, imputation, adjusting for nonresponse, forecasting, projections, and complex variance estimation methods. Experience in applying complex statistical techniques and analysis in the preparation of relevant reports and studies.<br /><br />- The experience may have been gained in the public sector, private sector or Volunteer Service .
