<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Bureau of European and Eurasian Affairs and Bureau of International Organization Affairs, Office of the Executive Director, Human Resources Division (EUR-IO-EX/HR). As a Human Resources Specialist within the Department of State, you will provide staffing, recruiting, classification, performance management and employee relations services and advice.<br /><br />"The closing date of this announcement has been extended."<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a Human Resources Specialist you will provide limited, structured assignments in conjunction with and support of higher graded HR Specialist who provide Bureaus services and consultations and use analytical, diagnostic, qualitative and quantitative techniques to identify, evaluate and recommend limited range of consideration of human resources interventions to solve human resources problems and issues. Typical work assignments include: – Serves as an employee counselor for any or all areas of staffing, performance management, employee relations, position classification, payroll, employee benefits and other related services. – Conducts evaluations of new or revised Departmental policies, procedures and regulations. – Administers effective position classification programs to ensure that positions conform to regulations, standards, policies, approved organizational plans and budgetary limitations. – Maintains liaison with Departmental human resources and financial systems on matters relating to staffing, employee relations and benefits, position classification, pay benefits. <br /><br /><b>Travel Required</b><br /><br />Not required<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 12 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>Incumbent will be subject to random drug testing.</li> <li>Verification of employment eligibility in the United States is required.</li> <li>One year probationary period, unless excepted by regulation.</li> <li>Must be able to obtain and maintain a Secret security clearance.</li> <li>U.S. Citizenship is required.</li> </ul> <br /><br /><b>Qualifications</b><br /><br />Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.<br /><br />If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. <br /><br /><strong>NOTE:</strong> Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.<br /><br /><strong>Applicants applying for the GS-11 grade level must meet one of the following requirements:</strong><br /><br /><strong>A.</strong> Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. <strong>Qualifying specialized experience must demonstrate the following:</strong><br /><br /><strong>- Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least two human resources functional areas (e.g., recruitment and placement, classification, employee relations, including performance management and employee benefits).</strong><br /><br /><strong><br />- Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, and identifying the most effective approach.</strong><br /><br /><strong><br />- Experience drafting a variety of reports, letters, memoranda, position descriptions, position evaluation statements, and other correspondence on a full range of sensitive management issues.</strong><br /><br /><strong><br />- Experience preparing vacancy/job opportunity announcements, determining applicants' eligibility and qualifications, ranking candidates and referring highly-qualified candidates for selection.</strong><br /><br /><strong><br />- Experience meeting and dealing with managers and employees at all levels in situations of a highly sensitive nature.<br /></strong><br /><br /><strong>OR</strong><br /><br /><strong>B.</strong> Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.<br /><br /><strong>OR</strong><br /><br /><strong>C.</strong> Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.<br /><br /><strong>Combination of Experience and Education:</strong> When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study).
