<b>Duties</b><br /><br /><b>Summary</b><br /><br />The Architect of the Capitol, Utilities and Power Plant Operations, Mechanical Systems Branch is seeking a Maintenance Mechanic Assistant Supervisor. The position shares responsibility with the Maintenance Mechanic Supervisor for assigning, directing, and reviewing the work of subordinates, evaluating their work performance; planning, scheduling, coordinating work operations, and solving problems related to the work performed.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><strong> Supervisory Responsibilities: </strong><br /><br />This position functions as a full assistant to the Maintenance Mechanic Supervisor with full authority to act on all matters for which the supervisor is responsible. Shares responsibility with the Maintenance Mechanic Supervisor for the quality and quantity of work performed by subordinates.<br /> <ul> <li>Participates with the Maintenance Mechanic Supervisor in performing administrative and technical supervisory functions for subordinates. Assigns duties to subordinates, and assists in evaluating their performance. Develops performance requirements for subordinates and ensure a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Provides for employee skills enrichment through job related coaching, mentoring, and training.</li> <li>Makes recommendations to the Maintenance Mechanic Supervisor concerning personnel matters such as employment and promotion; initiates disciplinary actions; schedules and approves leave; and keeps time and attendance records.</li> <li>Utilizes a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.</li> </ul> <br />Performs a variety of non-supervisory duties in the following area:<br /><br /><strong> Maintenance, Repair and Inspection: </strong><br /> <ul> <li>Responsible for the planning, scheduling, and coordination of work of the Mechanical Maintenance Branch at the Capitol Power Plant. Directs and performs maintenance, repair, and inspection of mechanical equipment in the steam, refrigeration and co-generation plant. Assists management in operations scheduling, operations training, and certification programs. Also assists in the coordination of maintenance activities with operation requirements.</li> <li>Observes, enforces, and instructs subordinates in all safety rules and regulations. Ensures that work is performed in a safe manner and initiates or takes corrective action on unsafe working conditions.</li> <li>Ensures that all safety programs and procedures and adhered to and that maintenance and operations activities are in compliance with OSHA, Congressional and organizational safety requirements. Must possess an understanding and working knowledge of industrial steam generating equipment and distribution piping systems that operate at 200 psig.</li> <li>Possess an understanding and working knowledge of industrial chilled water generating equipment rated at greater than 3,000 tons and distribution piping systems that operate at or below 43 degrees F.</li> <li>Prepares cost estimates of materials for proposed or anticipated repairs, alterations and new construction. Initiates and approves requisitions for supplies, equipment, materials, and tools necessary for the functioning of the branch and ensures that they are properly used, stored, and cared for. </li> <li>Maintains necessary records of work orders, work performed, and materials used. Installs, modifies, repairs high pressure piping systems.</li> <li>Conducts inspections of and troubleshoots piping systems, identifying irregularities and existing and/or potential problems. <br /> Identifies source and nature of system malfunctions.
