Solely responsible for budgetary and financial management of a unique and highly visible national program with strategic partnerships throughout federal and state governments and universities in all 50 states and Puerto Rico. Responsible for legislative accountability of all program funding reporting to NIST, the Department of Commerce (DOC), Congress and external cooperative agreement holders with significant impact to the federal government. Responsible for planning, managing and executing all MEP Center funding; establishing, justifying and defending funding levels based on interaction with and knowledge of Center performance as well as criterion set forth in legislation. Works with individuals representing highest levels within Universities, State Governments and Non-governmental organizations to explain program requirements and anticipates and defuses funding controversies. Drafts Federal Funding Opportunities and monitors Center financial performance on behalf of NIST MEP. Supervises a Division Group charged with monitoring federal award compliance issues. Responsible for operational oversight using Office of Management and Budget (OMB) guidelines to resolve potential issues, audits and/or investigations of fraud, waste and abuse of federal funds, including working with the DOC Inspector General, Government Accountability Office, and Congress. Works with NIST senior management, DOC and OMB to establish and manage a new MEP Enterprise Risk Management system.
