<b>Duties</b><br /><br /><b>Summary</b><br /><br />The mission of the CDFI Fund is to promote access to capital and enable locally based organizations to further economic growth and community development in urban and rural low-income communities across the nation. The Capital Magnet Fund Program Manager will ensure that programs are administered fairly and efficiently, develop policy and programmatic responses, evaluate program effectiveness and impact, and manage, motivate and mentor staff assigned to the business unit.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a Capital Magnet Fund Program Manager, you will:<br /> <ul> <li>Manage the application and process for assigned area of program responsibility. Establish, implement and ensure compliance with policies and procedures governing awards, terms and conditions for funding investments;</li> <li>Perform award reviews and provide funding concurrence and/or recommendations for award justifications based on considerations such as quality, consistency and adherence to policies, procedures and applicable OMB and other Federal regulations;</li> <li>Establish, promulgate or evaluate policies, guidelines, procedures and methodologies that guide the operations, implementation and management of assigned area of program responsibility;</li> <li>Design, direct, lead and/or conduct quality assurance and performance monitoring studies, assessments and other program evaluation and analysis functions in order to ensure program effectiveness including setting and communicating organizational goals; establishing operational plans with outcomes and milestones; determining priorities; and monitoring, measuring and reporting on the performance of staff, workgroups and business unit;</li> <li>Represent the Fund at high level meetings and conferences, and providing information and consultation regarding areas of assigned program responsibility.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – 1-5 nights per month<br /><br />Supervisory status <br /> Yes <br /><br />Promotion Potential <br /> 15 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>Please refer to "Conditions of Employment."</li> <li>Click "Print Preview" to review the entire announcement before applying.</li> <li>Must be U.S. Citizens or U.S. Nationals</li> </ul> <br /><br /><strong>If you do not meet any of the categories listed above, you may wish to apply under announcement 19-DO-334-P, which is open for any U.S. citizen to apply. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.<br /><br /><b>Qualifications</b><br /><br />You must meet the following requirements within 30 days of the closing date of this announcement.<br /><br /><strong><strong>Specialized experience: </strong></strong>For the <strong>GS-15</strong> level, you must have at least one year (52 weeks) of experience at the GS-14 level, or equivalent, which has equipped the candidate with the particular experience, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:<br /> <ul> <li>Designing and administering programs related to the development of single or multiple family affordable housing; AND</li> <li>Overseeing the work of others in performing program implementation and evaluation work in:<br />(A) the financial and management structure, operations and practices of community development finance entities; OR<br />(B) the development and execution of policies, procedures and risk plans for effective implementation of federal awards and grants programs; OR<br />(C) federal grants management/compliance policies, laws, regulations and circulars.</li> </ul> <br />In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:<br />For the GS-15, you must have been at the GS-14 level for 52 weeks.<br /><br /><b>Education</b><br /><br /><b>Additional information</b><br /><br />- We may select from this announcement or any other source to fill one or more vacancies. <br />- Relocation expenses will not be paid.<br />- This is a non-bargaining unit position.<br />- We may offer opportunities for telework.<br />- We may offer opportunities for flexible work schedules.<br /><br />CONDITIONS OF EMPLOYMENT: <br />- A one year probationary period may be required.<br />- A one year supervisory or managerial probationary period may be required.<br />- Must successfully complete a background investigation.<br />- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency<br />- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.<br />- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.<br />- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
