<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position will be located in the Division of the Enforcement and Information, Office of the General Counsel (GC), Consumer Product Safety Commission (CPSC). The primary purpose of the position is to serve as the support for systems/technology/infrastructure and innovations for records management, Freedom of Information Act (FOIA) and eDiscovery platforms for the agency.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />The incumbent provides support to various divisions within the Office of General Counsel regarding the management of legal document requests under the FOIA, the Privacy Act of 1974, product investigations, eDiscovery platforms for compliance with the Federal Rules of Civil Procedure for ongoing litigation and adjudications under Commission statutes and rules, personnel matters before the Merit Systems Protection Board (MSPB) and Equal Employment Opportunity Commission (EEOC), and document requests from Congressional Committees or Subcommittees. <br /><br />The primary responsibilities of this position include:<br /> <li>Participates in planning, analyzing, evaluating, and improving the effectiveness of administrative and technical operations related to agency investigations and litigation.</li> <li>Establishes and maintains document management systems and files for individual investigations, litigation, and other special project, including maintaining and accessing files on various ediscovery platforms.</li> <li>Provides general support based on expert technical knowledge of how to administer ediscovery platforms including assistance and instruction to attorneys on how to search, tag, redact, Bates-stamp, view, report, sort and produce case related data.</li> <li>Provides technical advice and support and assistance in searching library resources, corporate records, governmental and private studies, computer databases, the internet, and other pertinent sources.</li> <li>The legal document management specialist will work with OGC legal staff to maintain uniform data delivery standards that can be used to deliver document productions in an acceptable format and provide end-user support, including printing, tagging, searching, retrieving, and producing materials submitted by third parties in investigations and litigation into a reviewable searchable format.</li> <li>Search requirements and parameters will vary with each particular case however the legal document management specialist will be required to search and collect archived and current agency email systems, document custodians, shared drives, hard drives, laptops and any other system or file where records can be retrieved</li> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – Up to 25% travel in Local Commuting Area<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 12 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>U.S. Citizenship Required.</li> <li>Background Investigation Required.</li> </ul> <br /><br />Must be a U.S. Citizen.<br /><br />This is a Public Trust Position. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.<br /><br />Qualifying specialized experience must demonstrate the following: Possess (1) year of specialized experience equivalent to the GS-11 level, or its non-Federal equivalent which may be demonstrated by 1) experience using and instructing attorneys on how to utilize ediscovery platforms, 2) providing a full range of administrative assistance to various organizational operations including investigations and litigations; and 3) applying analytical and evaluative methods to conduct research or investigations on issues concerning the efficiency and effectiveness of program operations.<br /><br />Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held.
